- ItemACHIEVING A HITCH-FREE BALLOTING THROUGH EFFECTIVE LOGISTICS MANAGEMENT: A CASE STUDY OF NATIONAL ELECTORAL COMMISSION OF NIGERIA (NECON(1995-11) OGUCHE, Matthew OpaluwaThe key result expectation during elections is a function of measure of performance of the Commission (National Electoral Commission of Nigeria). The Commission consolidates its achievement through effective logistic management. Electioneering logistics involve a systematic break down of various systems, subsystems, components, variables and other integrated strategies and policies required for a hitch-free balloting. Some of these systems include finance, efficient transport facilities and networks, manpower utilization and distribution networks. The heterogeneous nature of our geographical landscape and inadequacy of the above systems coupled with the country's peculiar political instability and ethnic prejudice have complicated the planning, simulation and implementation of these logistics for the free and fair elections in the country. As a source of information used for the study, questionnaires were designed, administered, retrieved and analyzed for the purpose of testing some of the hypotheses which appeared very meaningful in the discussion. The study revealed that economy, power, ethnic sentiments and curiosity are the major -easons for the various abuse of electoral logistics. The researcher carried out appropriate study on the autonomy and status of National Electoral Commission of Nigeria, stock and replacement xi management, distribution channels and strategies, queuing system, routing and scheduling models required for the integration and synchronization of the various logistic components toward achieving a hitch-free balloting.
- ItemACHIEVING SYNERGY THROUGH EFFECTIVE MANAGEMENT OF THE MARKETING MIX IN THE FAST FOOD INDUSTRY (A CASE STUDY OF NANET LIMITED)(1996-08) UMAR, ABDULLAHI BELLODue to the pressures of ever-changing work patterns a new generation of Caterers have appeared. They are the Fast Food operators. Their aim?, to provide the time conscious modern worker with a satisfactory meal. Their offering?, Snacks like meatpies, puff-puff etc. The bone of contention here is, are these fast food operators doing the BEST they, can to provide consumers with a decent offering in terms of quality and prices?. Are the consumers aware of the existence of these products, and are they readily available? The 1st chapter highlights the subject matter; rationale for the study in view of the problem; a hypothesis, definition section and the significance of the study. Inclusive are the scope, drawbacks and research methodology used in the study. The 2nd Chapter provides the theoretical foundation to the subject i.e The concepts and principles of synergy, Management and Marketing. Chapters 3 and 4 constitute the data analyses. Nanet Meatpie is examined in terms of history, organizational structure, Marketing Mix and its Management. The Final Chapter deals with recommendations and a conclusion based on the findings. Overwhelming external environmental and internal organizational constraints have been found to mitigate sophistication in designing and implementing the Marketing mix in Nigeria. Fast Food operators have realized that theories and concepts are meaningless unless placed in an environmental and competitive context.
- ItemACT OF INTERGOVERNMENTAL FISCAL RELATIONS ON LOCAL GOVERNMENT PERFORMANCE IN ADAMAWA STATE. 1992 - 1996.(1999-06) BILLAMBO, ELIAS DAHThis thesis is an attempt to identify and assess the effects (positive and negative) of fiscal relationship between state and local governments on the capability of the latter to provide basic services and infrastrurai facilities at grassroots level. The goal of the study is to find ways of reducing or eliminating the negative effects and of enhancing the positive effects so that local governments could fulfil their role as the third tier of government in the state in particular and in the federation in general. To achieve this goal, three local government areas (Demsa, Fufore and Mubi North) in Adamawa State were selected for in depth study and for testing of three hypotheses. A total of 266 questionnaires were administered out of which 254 were filled and returned by respondents sampled from the state civil service, Local Governments and target communities. Some data were also extracted from secondary sources obtained from the Department of Local Government Affairs, the three Local Governments and the National Revenue mobilisation and Fiscal Commission Zonal Office Yola. Among our findings are that:On the positive side, the intervention of state government in Local Government budgetary process helps to curb or check the mismanagement of public funds by top functionaries at that level. On the negative side, such intervention causes delay in project implementation and sometimes distortion of reality in terms of people's felt needs vis-a-vis imposed areas of priority by the state government. The internal revenue base and efforts of local governments are still far from reducing their over dependence on statutory Allocation and so there can be no fiscal autonomy for them. The rate of mismanagement of public funds by local government top functionaries is a great contributory factor to their inability to perform. Based on these findings, the study recommends that:There should be strict compliance with the provisions of the Model Financial Memoranda for Local Governments in Nigeria in relation to budgetary process and financial management. There should be a new body established by the state government to take charge of Revenue mobilization, collection and disbursement to all local governments in the state. External auditors from the office of Auditor-General for Local Governments should be more serious with their statutory responsibilities in order to arrest the ugly situation (gross violation of rules and regulations governing Accountability and probity in public office) in Local Governments. Democratization of local government system in Nigeria is the final solution to all the problems highlighted above.
- ItemADMINISTRATIE PROBLEMS OF PUBLIC CORPORATIONS: A CASE STUDY OF THE AGRICULTURAL DEVELOPMEMT CORPORATION (ADC) IN CROSS RIVER STATE.(1983-08) EKANEM, BONIFACE SYLVESTERModern Economists hold the view that there are two major approaches to the problem of economic development. One is the so-called "Marxist-Lenist" or the "Socialist1' approach which calls for direct intervention of the state in the production and distribution processes. The other, Adam Smith and others or "Capitalist" approach which sees the role of the public sector as limited to the provision of a congenial economic and political atmosphere in which production can take place. This approach rests on the assumption that private entrepreneurs are capable of responding to economic incentives. There is also an ideological basis for the two approaches but this is not the subject of this study. Nigeria is a mixed economy, and our National Constitution is unmistaken about our economic objective. The concept of planned, development and increasing state participation in economic activities has been the corner stone of our National, policy ever since independence twenty-three years ago. The growth of public enterprises in diverse fields of our national endeavour is conceived as one of the major instruments for the transformation of our backward economy into self sustaining and progressive one, and for the preservation of social equilibrium and political stability. - v - A country or state benefits a great deal by the public sector enterprises only when they are managed efficiently. It also loses a great deal, on the other hand, if scarce financial resources and scarce managerial talent are wasted. If the continued growth of these enterprises in the key sectors of our economy is necessary for the future well-being, their failure in the present can therefore mean disaster to our country or state, and no segment, including the private sector of our economy, can avoid the terrible impact of such a failure. Hence the importance of achieving maximum efficiency in the management of these enterprises, and consequently of creating the necessary managerial framework and providing an adequate flow of competent managers for these enterprises, should be obvious. Huge sums of money have been invested in public sector projects in our country but unfortunately their performance is far from satisfacotry. The poor performance of some of these enterprises can be attributed to inadequate assessment of demand, but most of them could run efficiently and earn sizeable profits if a proper diagnosis of the problems of these organisations could, be carried out, the constraints identified and necessary remedy, applied to them. This study is our humble effort to inquire into - Vi - the administration of statutory corporations in the Cross River State and to identify the key variables that constitute their performance problems. The central piece of this study or inquiry is the Cross River State Agricultural Development Corporation (ADC). The author has chosen the Agricultural Development Corporation (ADC) among the other corporations in the Cross River State because that establishment happens to be the oldest corporation inherited by the Cross River State Government from the defunct Eastern Nigeria Development Corporation (ENDC), Enugu, through the States (Creation and Transitional)Decree of 1967 which the Cross River State, along with other Nigerian States, were created by the Gowon Administration As a pioneer Corporation in the Cross River State, it is only normal that the ADC should perform well to be able to generate enough profits for capital development in other fields of the State's economic endeavor. Besides, the ADC is expected to be the pace-setter for other public corporations in the state to find their feet. But for obvious reasons, as this study will reveal, the Agricultural Development Corporation has not been able to achieve its objectives. Since after the civil war, the ADC has been an economic disaster. For months on end, it could hardly find enough money to pay salaries and wages to its eight thousand employees. Production was almost nill. Till this day the ADC is heavily indebted to commercial banks in the state to the tune of N24 million. For reasons sometimes beyond its control, the rubber in the Estates could not be properly tapped. The palm fruits were yielding but could not be harvested although the ADC had hundreds of people who were employed to harvest these fruits. This was the . bleak situation in the ADC when the present administration took office in 1979. Initially, the State Government, perhaps as a short term measure, advanced substantial amounts of money in a futile effort to revive the corporation. What happened instead was that the more money Government sub-vented to the ADC the more it sank into the administrative and economic abyss. As was to be expected, the tragedy of the ADC produced its own crop of critics who sought to lay the blame for the disastrous situation on the shoulders of the State Government. The Cross River State -Government was accused of everything from incompetence to being insensitive to the plight of the over eight thousand workers of the corporation. Most often, the critics did not mention the fact that Governor Isong's administration was not responsible for the ADC disaster. When the present administration took office in 1979, it found that the problems of the ADC had been accumulating since 1969. While the critics were busy accusing the State Government of incompetence, the State Government was busy trying various programmes and policies aimed at revitalizing the ADC. The Cross River State Government set up a cabinet committee to take a hard look at the ADC and recommend ways of revitalizing the corporation. The Cross River State Government also decided to stop giving subvention to the Corporation mainly because the financial resources of the Government were dwindling and also because there had been no improvement in the conditions of the ADC despite previous Government subventions. The adoption of the panel report by the Cross River State Government involved a rethinking of the fundamental philosophy behind the establishment of the ADC. Rather than allow the corporation to continue to be a social charity organization offering employment to thousands of unproductive men and women, the State Government is still at a loss of what to do in order to transform the ADC into the profit making organization. This study, therefore,- is the author's effort to critically analyze the administrative problems of the ADC and suggest possible lasting solution to them. In this study, the words, parastatals, parastatal organizations, public corporations, State-owned companies, public enterprises or statutory corporations.

- ItemADMINISTRATION OF PENSION SCHEME AND PENSIONERS’ WELFARE: A STUDY OF ADAMAWA STATE PENSION BOARD, FROM 2004-2014(2016-01) WILSON, Bitrus PukumaIn Nigeria, myriad of pension reforms have been undertaken to improve retirees’ welfare through sound pension administration but all to no avail. In Adamawa State, series of complaints have been lodged to Public Complaint Commission (PCC) in the State by the pensioners seeking for justice on the poor administration of their pension and gratuity usually seen through delay, under payment and stoppage of the payment of their retirement benefits by the Adamawa State Pension Board. The study therefore, focused on the Administration of Pension Scheme in Adamawa State Pension Board. Specifically, it examined how delay in payment, under payment and the stoppage of the payment of retirees affect pensioners’ welfare in Adamawa State. The Social contract theory by Thomas Hobbes (1651) was used as a theoretical framework for the study, because of it can diagnose the contractual relationship between the government and its citizenry, particularly its retired workers. Primary and secondary data were utilized. Primary data were sourced through the use of questionnaire, interview and observation instruments, while secondary sources comprise official documents such as Adamawa State Pension Law, PCC Register of Cases, Pensioners’ Register in the Pension Board, labour Act etc. The qualitative data from interview backed by observation were descriptively analyzed while Chi-square statistical tool was used to test the hypotheses formulated. It was revealed that delay in payment; under payment and the stoppage of the payment of retirees’ benefits have effects on pensioners’ welfare in Adamawa State. It was found that the effects of the maladministration on pensioners’ welfare via the indicators above, included their inabilities to meet up with the necessities of life such as shelter, health facilities, food, children’s school fees etc. it was also found that inadequate funding, political interference in the activities of the Board and inadequate trained personnel are responsible for the problems. It was therefore recommended that Adamawa State government should adopt the new contributory pension Act 2004 which is perceived as a solution to the problems of Pay As You Go Scheme currently in use by the state. Government should also be more committed in funding of the Board. Staff training should be adequate for efficient service delivery and there should be non-political interference in the activities of the Pension Board.

Industries Plc, Kaduna.
- ItemADVERTISING IN THE OIL INDUSTRY (A CASE STUDY OF SELECTED OIL COMPANIES IN NIGERIA)(1998-11) DARLING, Iyalla AlalibaAdvertising does not just inform, as the simplest definitions would infer. Its responsibility is more extensive than that. Advertisement must promote, it must become a personal salesman to millions of individuals who could not logistically be approached by an actual personal salesman. There is this general notion that advertising despite its wide scope is limited to certain phase of life and that was the main reason this project was carried out in order to prove to people that advertising occurs in all facets of life including the oil industry. Although, advertising in oil industry may have a different motive apart from the normal assumption that, as one advertise its products to millions of people, the tendency to create awareness of their product is increased and this will lead to attracting more people to buy their products thus, increasing sale volume, leading to high volume of finance. Meanwhile, in the oil industry, most of the oil companies advertise so as to create awareness to the entire world that they are not neglecting their host communities, but rather they are providing the social amenities to the host communities, knowing quite right that, they can only operate successfully in a peaceful environment which will lead to increase in performance, efficiency and high return on investment Again, it is also worthy to note that, not all products of the oil industry can be advertised. Since, they are not visible, but the end products of the raw products can be advertised.
- ItemAGRICULTURAL DEVELOPMENT FINANCING IN NIGERIA A CASE STUDY OF NIGERIAN AGRICULTURAL DEVELOPMENT BANK LTD (NACB(1998-03) ABDULLAHI, AISHA SULEIMANThe financing of agricultural development in Nigeria has all along been given priority especially in all the nations development plans. A substantial part of the nation's resources have been allocated to important sectors. Unfortunately, despite all these efforts, agricultural production has remained low. This study therefore focuses on the desire to investigate the real problems behind this unfortunate development. It examines the extent to which agricultural financing institutions particularly the NACB have contributed towards agricultural financing in Nigeria. In carrying out the investigation, the study made use of data from both primary and secondary sources. The data collected were analyzed using percentages, simple averages and descriptive research methods. Inspite of heavy investment in the sector by agricultural finance institutions, the study discovered some of the problems that contributed to low agricultural production as; delay in the disbursement of funds to farmers, diversion of loans meant for farming to other uses, and lack of proper monitoring and appraisal of loan applications by agricultural finance institutions. This often results in huge bad debt losses and increasing cases of litigation by the bank.
- ItemAGRICULTURAL FINANCING IN NIGERIA: A CASE STUDY OF WORLD BANK ASSISTED PROJECTS(2000-03) USMAN, SAMAILA H.This study appraises the World Bank financing on Agricultural Development w i t h specific references to Kaduna and Katsina States Agricultural Development Projects. Established in 1985, KADP which gave birth to KTARDA in 1987 as offshoot of Funtua Agricultural Project was established to increase agricultural productivity and to improve the standard of living of rural dwellers. The study found that the end does not justify the means, that is, the amount borrowed (externally) did not reflect the work done, largely due to neglect on the part of government as a result of lack of proper planning and supervision, as one of the attributes of most World Bank projects in the developing countries. However, with little attention, honest agreement and dedication, the World Bank loans or any other external loans can be made to be useful and viable.
- ItemAGRICULTURAL FINANCING IN NIGERIA: AN ANALYTICAL STUDY OF THE PLATEAU STATE AGRICULTURAL LOAN SCHEME SINCE INCEPTION(1988-11) ZUNGUM, ABDULLAHI ALHASSANNigeria's agricultural sector is dominated by the peasant system of agriculture which is characterized by the use of primitive techniques of farming resulting in low productivity. To increase the country's agriculture output, there is the need for these small scale farmers to be given credit. This special problem led. to the establishment of the Plateau State Agricultural Loan Scheme in 1977. Since inception, the scheme has been granting loans to these farmers without an empirical study to determine its contribution to the development, of agriculture in the state and to determine problems affecting the performance of the scheme in the attainment of its stated objectives and offer suggestions where necessary, This study attempts to determine how well the scheme has performed, to identify problems faced by the scheme in providing credit to farmers. It was found that the scheme obtains loans from Commercial Banks for onward lending to farmers and that during the period under study, it has disbursed the sum of N10,022,467.12 to 6888 farmers and 58 Co-operative Societies in the State. The beneficiaries however, complained of late disbursement, inadequacy of loans and short repayment periods. The scheme on its part, is faced with certain operational problems which include shortage of staff, insufficiency of inputs, low repayment rates from farmers and shortage of funds.
- ItemAGRICULTURAL FINANCING IN NIGERIA: AN ASSESSMENT OF CENTRAL BANK OF NIGERIA CREDIT PORTFOLIO IN THE 80'S(1995-08) MUHAMMAD, MAI MOUSTAPHAUndoubtedly, one of the major and important sectors of the Nigerian economy is agriculture, lnspite of the importance of the oil sector, agriculture continues to supply the bulk of employment, income, food and raw materials required for the country's agro-allied industries. Therefore, no meaningful national economic development and improvement in the standard of living of the generality of the citizenry can take place without developing the agricultural sector. This sector has continued to deteriorate over the years, its importance notwithstanding, to the extent that the country had to resort to importing agricultural produce including food items. The pathetic agricultural situation has led concerned authorities to examine closely the problems confronting agricultural development. And of primary importance amongst the multiplicity of problems facing the sector is the inadequacy of credit to said productivity. In an effort to check to check this situation, the Federal Government, through the Central Bank of Nigeria, has taken several steps to boost agricultural production in the country. These policy instruments range from monetary to fiscal in nature. The aim has always been to skew total bank lending in Favour of the agricultural sector. There are, consequently, so many challenges ahead of CBN in the next decade some of which are highlighted in this paper, solutions to some of the problems posing to agricultural development have been pro founded. The apex bank therefore needs to adopt the fastest and safest means of reaching these solutions for the derivation of all the advantages of the sector
- ItemAHMADU BELLO UNIVERSITY, ZARIA THE PROBLEMS OF LOAN DOCUMENTATION AND SECURITY PERFECTION AS IT AFFECT CORPORATE CUSTOMERS (A CASE STUDY OF UNION BANK OF NIGERIA PLC., SAMARU(2000-12) ABULSALAM, ABDULYAKEENThis project work is a study of problem inherent in loan documentation and security perfection as it affect corporate customers advances/credits proposal. The study examine why the bank insist on taking adequate and good security for its credits/advances inspire all tenets of lending put in place to prove the viability of any credit request. The study also attempts to find out the genesis of the problems in loan documentation and security perfection by corporate bodies with a view to elucidating clearly the prominence of these problems to the processes and gives recommendations on how to ameliorate the problems entirely. The study is divided into five chapters that dealt with introduction and Background Information, Literature review, Research Methodology, Presentation and Analysis of data, Summary, Recommendation and Conclusion.
- ItemAHMADU BELLO UNIVERSITY: TWENTY YEARS OF DEVELOPMENT (1962-1982)(1984) SAWA, BITRUS PILASARABSTRACT This research investigated the development of Ahmadu Bello University during the last two decades, with specific reference to and emphasis on the role of administrative functions and planning in the realisation of the goals of the University as conceived by the founding Fathers. A University which opened with 425 students in 7 foundation faculties and 15 departments in 1962, now has a student population of 12,500 undergraduates and post graduates 11 faculties and 80 Departments in 1982. Besides the historical and the statistical presentations made about the University, six null hypotheses were formulated and subjected to testing. The hypotheses attempted to assess the rapport within the academic community, the achievements, the quality of management, the role of finance and the fulfilment of the goals of the founding Fathers, with a view to ascertaining the realities of the situation. Questionnaires were the main instruments of investigation, supplemented by structured (focused) interviews. The sample of the various subjects involved in the investigation cut across a wide spectrum of the society. The first indigenous Governor of Northern Nigeria, and six past and present principal officers of the University, and some pioneer Council members were interviewed. The 40 administrative staff, 195 academic staff, 313 students, 57 local farmers, local traders and cattle rearers, five early settlers including the Chief of Samaru Village, were selected as group samples of the target population for the research. The data collected from both the primary and the secondary sources were analysed using the t-test, the ANOVA and the Scheffe statistical instruments. Both the planning and the administrative functions of the University were delineated and the respective responses related to each parameter were categorised. A model university was constructed based on a theoretical framework presented by the researcher Ahmadu Bello University was then screened in juxtaposition to the model university, to determine the extent of its conformity with, or deviation from the model universe' . The research revealed that the planning and the administrative functions were influenced largely by a number of complex factors. Among the major factors identified in the research are: (a) Funding and financial constraints in the face of high demand for admissions, particularly from the Northern States. This at one time precipitated a crisis for Ahmadu Bello University in the late 1960s and early 1970s. So finance played a major role as confirmed by respondents within and outside the University in accordance with hypothesis 5. (b) Administrative leadership style of successive chief academic and executive officers in the management of the University. This related to hypotheses 2 and 4. (c) Development planning problems were quite often on the verge of crisis. For instance, planning often seemed to trail behind actual financial provisions, thereby giving rise to various problems. This factor hinged on finance, which has been reflected in hypothesis 5. (d) In 1975 Ahmadu Bello University was federalised along with other state universities. This led to a dearth in basic academic and infrastructural facilities due to decline in subventions in real terms from 1975 to 1982. Both factors (c) and (d) related to financing of the University, an issue embodied for testing in hypothesis 5. Arising from the findings of the study some key recommendations were made as follows: (a) That ways and means be found to promote higher degree of harmony among the members of the university community. (b) That a Visitation Committee be constituted for periodical appraisal of the academic and administrative programmes. (c) That the University farm be commercialised to include the provision of animal feed mills and equally retain its academic activities for teaching and research. (d) That the direct teaching cost be increased relative to other student costs per annum. (e) That Ahmadu Bello University should consolidate its development and expand its postgraduate programmes. Directions for further research were specified, calling for comparative research study between Ahmadu Bello University and the Universities of Tfe, and Lagos as contemporary institutions.
- ItemAMNESTY, CORPORATE SOCIAL RESPONSIBILITY AND FINANCIAL PERFORMANCE OF LISTED DOWNSTREAM OIL COMPANIES IN NIGERIA(2016-01) UWAKWE, Sybil ChikaodiliIn 2009, the federal government of Nigeria launched its amnesty programme for Niger Delta region of the country to address the concerns of the communities that host the oil and gas companies operating in the country. One of the matters arising since the launching is whether the programme has helped in the restoration of peace and security in the region to enable the companies operate optimally, realise their full potentials and increase their productivity and consequently their financial performance. Another question relates to the extent to which the programme motivates the companies to make more effort to satisfy the communities through increased corporate social responsibility (CSR) activities. This study examined the effect of amnesty and CSR on the financial performance of listed downstream oil companies in Nigeria. The study formulated three hypotheses with the third hypothesis focusing on the moderating effect of firm size on the extent to which amnesty and CSR affect the financial performance of the companies over the period of 10 years from 2004 to 2013. The robust regression result based on the annual data collected from five (5) companies revealed that both amnesty and CSR have significant effect on the financial performance of the companies. The result also revealed a high level of interacting effect of size on amnesty and CSR. Based on the findings, the study recommended among other things that the federal government should continue with the implementation of the amnesty programme and initiate even other similar interventions as means of maintaining or restoring peace within the Niger Delta and other regions of the country where such interventions are needed. The study also recommended that the management of oil companies should continue to execute more CSR programmes in order to guarantee safety and security of personnel and equipment that are used to generate higher profits.
- ItemAN ANALYSIS OF A COMPUTERISED SYSTEM AS AN EFFECTIVE STRANTEGY FOR FRAUD MINIMISATION IN NIGERIAN BANKS (A CASE OF UNITED BANK FOR AFRICA PLC)(2005-10) AUTA, ChristianaBanks play a very significant role and are a key infrastructure of the financial sector of any economy. The efficiency of the banking sector in a way determines the reliability of the economy. The banking business is replete with lots of risks. Of all the risks faced by banks, fraud risks are the most pervasive and most destabilizing to banks. Fraud results in the largest source of losses to banks in Nigeria and also the largest single cause of bank failures. Because of the magnitude of these losses and the level of their impact on banking operations is the only main reason for this research study. Recently, the incidence of frauds has got the attention of all and sundry and has been the focus of the government’s attention. Therefore, the study aimed at examining how computers can be used for detecting fraud in the banks operations especially towards enhancing fraud minimization in Nigeria using UBA Plc. as a case study. Together, the data for this study, both interviews and questionnaire methods were used. And the data collected was analyzed using simple statistic techniques of percentages, averages, etc. the information generated was used in formulating recommendations that are intended to help banks appreciate the use of computers in their banking operations as deliberate effective measures towards minimizing or preventing fraud in bank operations in the banking industry in Nigeria. It is hope that when such measures are implemented will enhance banks stability survival and more profitability in Nigeria.
- ItemAN ANALYSIS OF A GOVERNMENT EDUCATIONAL POLICY: THE CASE OF KADUNA STATE 1966 - 1979(1986-02) KITCHENER, Eunice Na'omi (MRS)Education has always been recognized as an important and essential element of Rational Development. Since Nigeria began its drive for Social and Economic Development, education was perceived as a means of raising political and social consciousness as well as increasing the number of skilled workers and raising the level of trained manpower. These benefits, together with individual , gains from education have stimulated first, the unprecedented growth of enrolments at all levels of education and secondly, the substantial investments in education generally. This study intends to critically examine Kaduna State Goverment's educational policies, with the aim of determining whether the educational policies are geared towards the promotion of national development.
