Abstract
Nigeria's agricultural sector is dominated by the peasant system of agriculture which is characterized by the use of primitive techniques of farming resulting in low productivity. To increase the country's agriculture output, there is the need for these small scale farmers to be given credit. This special problem led. to the establishment of the Plateau State Agricultural Loan Scheme in 1977. Since inception, the scheme has been granting loans to these farmers without an empirical study to determine its contribution to the development, of agriculture in the state and to determine problems affecting the performance of the scheme in the attainment of its stated objectives and offer suggestions where necessary, This study attempts to determine how well the scheme has performed, to identify problems faced by the scheme in providing credit to farmers. It was found that the scheme obtains loans from Commercial Banks for onward lending to farmers and that during the period under study, it has disbursed the sum of N10,022,467.12 to 6888 farmers and 58 Co-operative Societies in the State. The beneficiaries however, complained of late disbursement, inadequacy of loans and short repayment periods. The scheme on its part, is faced with certain operational problems which include shortage of staff, insufficiency of inputs, low repayment rates from farmers and shortage of funds.
