The paper is a reflective piece examining 5th Industrial Revolution and advancement in the context of artificial intelligence in academic libraries. The paper argued thar 5th industrial revolution has advance information service delivery by connecting cyber, virtual and physical space in contemporary academic libraries. Various studies indicated that artificial intelligence is contributing significantly to global information provision and dissemination. The paper indicated that the 5th industrial revolution and the role of Artificial Intelligence (AI) has brought about significant transformation in the way academic libraries manage and provide access to information. Literature reviewed indicated that Artificial Intelligence (AI) is one of the emerging trends and applications of computing in academic libraries. The paper also focuses on the advantages of Artificial Intelligence which enhances information services delivery. Artificial Intelligence also improves library operations and services and upgrades and heightens the relevance of academic libraries in an ever-changing digital society. The paper also discusses application of Artificial Intelligences in academic libraries in the Era of 5th Industrial Revolution. The paper also highlights the benefits of Artificial Intelligences in academic Libraries. The paper emphasizes on the challenges of integrating Artificial Intelligence (AI) in Academic Libraries. Opportunities for Artificial Intelligence (AI) in academic libraries was also discussed in the paper. The paper concluded that despite the advancements brought by the 5th industrial revolution, challenges such as privacy concerns and algorithmic biases were still pertinent in AI which must be addressed to ensure responsible AI implementation. The paper proffered way forward that there is need for academic libraries from developing countries especially Nigeria to strengthened and priorities for AI to enhance research output in the delivery of information
- ItemACADEMIC STAFF PROFICIENT IN UTILIZING PRODUCTIVITY SOFTWARE APPLICATIONS FOR ACADEMIC PURPOSES IN SELECTED UNIVERSITIES IN NIGERIA(Library and Information Management Forum Vol. 28. No. 1 2026, 2026) MUHAMMAD, Aliyu Rabiu; DENNIS, Sarat NewtonBackground: In the contemporary academic environment, Information and Communication Technology (ICT) integration has transitioned from a luxury to a fundamental necessity for research and teaching. A lecturer's proficiency with advanced productivity software is a critical factor influencing institutional relevance and global competitiveness. Objectives: This study aimed to empirically assess the perception, proficiency, and practical competence of academic staff in utilizing core productivity software across federal, state, and private universities in Nigeria. Methodology: Utilizing a descriptive survey design, the study targeted a population of 540 academics. A census approach yielded 384 usable responses, representing a 71% response rate. Data were collected via the validated "Productivity Software Proficiency and Application Scale for Academic Staff (PSPAS-AS)" and analyzed using descriptive and inferential statistics. Findings: Results revealed a strong positive perception of software utility for teaching effectiveness (M = 4.12) and job performance (M = 4.23). While general proficiency was high, a significant "advanced feature gap" was identified; staff showed high proficiency in basic document creation (M = 3.83) but only moderate skill in professional formatting (M = 3.37) and complex spreadsheet formulas (M = 3.48). Staff demonstrated high competence in independent academic work (M = 4.28) but lower proficiency in digital student supervision (M = 3.21). Conclusion: The study concludes that while foundational literacy exists, Nigerian academics require specialized, task-specific training in advanced digital features to drive global research visibility and institutional leadership. - ItemADOPTION AND ACADEMIC USE OF GOOGLE WORKSPACE AMONG UNDERGRADUATE STUDENTS’ FEDERAL UNIVERSITY LOKOJA: PATTERNS, BENEFITS AND CHALLENGES(Library and Information Management Forum Vol. 28. No. 1 2026, 2026) ALIYU, Muhammad' Rabiu; Chinonso, Stella OdumeThis study investigated the adoption and academic use of Google Workspace among undergraduate students in Nigeria, specifically examining usage patterns, perceived benefits, and operational challenges. The study sought to determine the extent to which undergraduate students utilize Google Workspace for academic work, identify the most frequently used Google Workspace tools, examine the perceived benefits and challenges associated with their use, and propose strategies for improving the effective utilization of Google Workspace for academic purposes. Grounded in the Technology Acceptance Model (TAM), the research employed a descriptive survey design. Data were gathered from 264 undergraduate students at Federal University Lokoja using a structured questionnaire. Participants were selected through purposive sampling from a target of 300 respondents, yielding an 88.0% response rate. Descriptive statistics, including mean scores and standard deviations, were used to analyze the data. The findings revealed a relatively high level of engagement with the platform for academic activities. Google Drive and Google Docs emerged as the most frequently used applications for assignments and document storage, while Google Sheets and Forms recorded significantly lower adoption rates. Respondents viewed the platform as highly beneficial for enhancing collaboration, productivity, and accessibility across devices. However, the study identified critical barriers to optimal use, most notably unstable internet connectivity, technical difficulties, and gaps in advanced digital skills. The study concludes that while Google Workspace holds immense potential for improving academic productivity, its effectiveness is currently hindered by infrastructural deficits. Consequently, the study recommends targeted institutional investments in internet infrastructure, the integration of cloud tools with Learning Management Systems (LMS), and the implementation of comprehensive digital literacy training.

No. 1 2026, 2026) PAUL, Kafiya; MURTALA, Aliyu; BABANGIDA, Umar BabayiThis study investigates the adoption of Library Management Systems (LMS) as a tool for enhancing library service in Colleges of Education in Adamawa State, Nigeria. The objectives of the study are to: assess the current state of library services in Colleges of Education Libraries, evaluate the level of adoption of Library Management Systems, determine the impact of Library Management System adoption on the quality of library services e and Proffer solution for implementing Library Management System in Colleges of Education Libraries in Adamawa State. The study was guided by five research questions. The study adopts descriptive research design. The target populations of this study were 100 library staff in two Colleges of Education in Adamawa State. Census sampling technique was adopted in selecting sample for this study. Based on that the whole population was used that is 100 staff of the colleges. The study adopted descriptive statistics using Mean and Standard Deviation as the method of data analysis. The findings of the study show moderate satisfaction among respondents regarding the current state of library services, the highest-rated item was the availability of adequate reading spaces (Mean = 3.65). The study indicates a modest level of adoption of Library Management Systems (LMS). Respondents agree that their institutions have adopted LMS (Mean = 3.85). The findings reported general agreement that LMS has had a positive impact. The study revealed that the most significant challenge is lack of funding with (Mean = 4.10). The study recommends that the Federal and State Ministries of Education should allocate dedicated budgets for ICT infrastructure in college libraries, the management should adopt open-source platforms such as Koha, which are widely used in developing countries and costeffective and the management should involve trained IT personnel in the selection, deployment, and maintenance of LMS tools

No. 1 2026, 2026) ADEDOKUN, Aderonke OlubukolaThe application of Management Information Systems (MIS) in libraries is a transformative development that enhances efficiency, accessibility, and decision-making in the provision of information services. In Nigeria, the integration of MIS into academic and public libraries has become increasingly relevant in the face of rapid digital transformation and growing user demands. This paper provides an overview of MIS in Nigerian libraries, discussing its key components, benefits, and challenges. It also highlights illustrative case studies that have adopted integrated library systems. The study concludes by emphasizing that the highlighted challenges need to be strategically addressed. The paper proffers way forward for improving the adoption and sustainability of MIS in Nigerian libraries, such as MIS policy formulation to guide implementation and governance, infrastructure development, funding, capacity building, and collaboration.

AI is the ability of a digital computer to perform a task that is commonly associated with human. The increasing reliance on AI has prompted academic institutions to re-evaluate approaches to academic works and scholarly communication. Literature reveals that AI has great possibilities for scholarly communications through ethical dissemination of research and knowledge sharing. New possibilities redefined includes formulation of research inquiries, timely completion of academic work, dissemination of scholarly works, as well as aiding the performance of oversight in peer review and research assessment practices. Even though Artificial Intelligence (AI) has great potential to improve the efficiency and quality of scholarly communications, its deployment must conform to principles of transparency, ethical responsibility, and individual privacy. By embracing these rules, the field of scholarly communications can harness the benefits of AI while maintaining trust, accountability, and high academic standards. The study concluded that while AI holds substantial promise for improving the efficiency and effectiveness of scholarly communications, its implementation must center on transparency, ethical responsibility, and ensuring data quality. It was suggested that academic institutions and research organisations should design and apply comprehensive ethical frameworks to guide the use of artificial intelligence in research writing, peer review, and publication processes. Such frameworks need to emphasise transparency, accountability, appropriate citation of AI-derived content, and the maintenance of academic integrity. These are achieved by verifying the human-in-the-loop, prevention of a diffusion of responsibility in the case of biases, clearly defining attribution boundaries, and guiding scholars through structured trust calibration steps.
- ItemARTIFICIAL INTELLIGENCE AND KNOWLEDGE MANAGEMENT IN AFRICAN LIBRARIES: INTELLECTUAL PROPERTY IMPLICATIONS FOR DIGITAL SCHOLARSHIP(Library and Information Management Forum Vol. 28. No. 1 2026, 2026) MOHAMMED, Abubakar Abdullahi; MAIHADISHI, Aisha AbubakarThe rapid integration of artificial intelligence (AI) into library and information services is fundamentally reshaping the landscape of knowledge management across Africa. Academic, research, and special libraries are increasingly deploying AI-driven tools for information retrieval, metadata generation, research support, digital preservation, plagiarism detection, and user-centred service delivery. While these technologies offer significant opportunities for enhancing access to knowledge and improving the efficiency of digital scholarship, they also raise critical concerns regarding intellectual property (IP), copyright ownership, data governance, and ethical stewardship of scholarly outputs. In the African context, where libraries play a strategic role in supporting education, innovation, and indigenous knowledge preservation, the intersection of AI, knowledge management, and IP rights remains insufficiently examined in the existing literature. This paper examines how AI-enabled knowledge management systems are transforming library operations and scholarly communication in African institutions, with particular attention to the legal and ethical implications for intellectual property protection. The study adopts a conceptual and policyoriented approach, drawing on recent literature, emerging best practices, and evolving regulatory discussions surrounding AI-generated content, institutional repositories, digital rights management, and research data ownership. It argues that while AI can significantly strengthen knowledge organization, discovery, and dissemination, inadequate policy frameworks and low levels of IP literacy among information professionals may expose African scholarship to risks such as unauthorized reuse, digital plagiarism, data exploitation, and loss of ownership over indigenous and locally generated knowledge assets. The paper proposes a strategic framework for African libraries that integrates AI governance, copyright education, institutional IP policy development, and responsible knowledge-sharing mechanisms. It concludes that libraries must move beyond traditional custodial roles to become proactive actors in safeguarding intellectual assets, promoting ethical AI adoption, and supporting sustainable digital scholarship ecosystems across the continent. The recommendations offered are intended to guide policymakers, library leaders, and knowledge managers in aligning emerging technologies with Africa's broader goals of innovation, knowledge sovereignty, and research visibility.

This study was conducted using cross sectional survey research method A questionnaire developed was used for data collection, and the data were analyzed using descriptive statistics of percentages and frequencies that was described in chart formats. The target population in this study comprise of 3,236 freshers during the 2022/2023 academic session of Bauchi State University Gadau. Based on the simple random sampling method, the sample size is three hundred and forty-four (344) as determined by the statistical formulation provided by Yamane (1967). The findings showed that the freshers acquire information literacy skills during orientation, workshops or from course syllabus. the study also found that freshers at Bauchi State University Gadau do not have the proper understanding of the concept of information literacy and cannot identify credible sources of information. Thus, this study recommends that more formal training programmes concerning information literacy skills need to be integrated into freshers’ curriculum to support the students learning and can improve their understanding of the concept of information literacy skills
- ItemASSESSING THE IMPACT OF DIGITAL NOTICE TO AIRMEN IMPLEMENTATION ON AERONAUTICAL INFORMATION ACCURACY AND TIMELINESS(Library and Information Management Forum Vol. 28. No. 1 2026, 2026) NASIR, Muhammad Tilli; MUHAMMAD, Yusuf; IBRAHIM, Yahaya MusaThis study investigates the impact of the implementation of Digital NOTAM (Notice to Airmen) on the accuracy and timeliness of aeronautical information dissemination, focusing on Mallam Aminu Kano International Airport under the Federal Airports Authority of Nigeria (FAAN). The objectives of the study are: to assess the current level of implementation of Digital NOTAM systems in aeronautical information services; to evaluate the impact of Digital NOTAM on the accuracy of aeronautical information; and to identify the challenges encountered in the adoption and use of Digital NOTAM systems. A quantitative research approach was adopted, utilizing a cross-sectional survey design. Data was collected using structured questionnaires administered to a total population of 159 staff across three key departments: Aeronautical Information Services (AIS), Aeronautical Information Management (AIM), and Logistics. Descriptive statistical analysis was used to interpret responses. Findings revealed that while Digital NOTAM systems have been deployed and are in operational use, the implementation lacks full standardization, with incomplete workflow integration and inadequate training among personnel. The system has significantly improved data accuracy and moderately enhanced information dissemination timeliness; however, infrastructural limitations, legacy system incompatibility, and human capacity gaps continue to hinder optimal performance. The study concludes that Digital NOTAM holds great promise for improving aviation safety and operational efficiency in Nigeria, but its success depends on a holistic approach that addresses both technological and organizational readiness within the aviation sector. Based on these findings, the study recommends standardizing operational procedures, investing in targeted training, upgrading digital infrastructure, and addressing system interoperability.

In order to achieve this, three research questions were raised and answered to include: what types of records are generated for transparency and accountability in affairs of students representative committees in faculty of education, Ahmadu Bello University, Zaria? for what purpose are the records used for transparency and accountability in affairs of students representative committees in faculty of education, Ahmadu Bello University, Zaria.? in what ways are records organized for transparency and accountability in affairs of students representative committees in faculty of education, Ahmadu Bello University, Zaria.? Quantitative research method was used in this study. The population of this study comprised the entire executive members of students’ representative committees in Faculty of Education, Ahmadu Bello University, and totaling forty (40) in number. The researcher used selfdeveloped questionnaire for collecting data. Findings revealed that major types of records generated for transparency and accountability in affairs of Students Representative Committees were students’ records, financial records, registration records and leadership position records. Purposes of records generated were mainly for ensuring transparency and accountability in their operations for transactional purposes. Records organized for transparency and accountability were mainly numeric and alphabetical order. It was concluded that the records management practices of the Students Representative Committees in the Faculty of Education can be considered generally good. The study recommended among others, the committee should develop a comprehensive record-keeping policy that mandates the documentation of all significant activities, including detailed meeting minutes, event records, and audit trails. The committee should establish a centralized digital record management system that allows easy access and retrieval of records for analysis.

No. 1 2026, 2026) JIBRIN, Nurudeen; WILSON, Oserada; JOSHUA, Adaji IkaniThis paper examined the availability and utilisation of library information resources on undergraduate students’ academic activities in Nasarawa State University Keffi. Among the objectives were: to find out the extent of academic activities of undergraduate students in Nasarawa State University, Keffi; determine the level of utilisation of library information resources among undergraduate students in Nasarawa State University, Keffi. The population of the study is 330 undergraduate students. This population covers only undergraduate students offering Library and Information Science at undergraduate level. Questionnaire was used as instruments for data collection. Descriptive statistics, such as frequencies, means and standard deviation were used as method of data analysis. The findings of the study revealed among others that the academic activities of library and information science undergraduate students such as conducting of research, writing of papers and theses and collaborating with peers and faculty members is to a very high extent. Similarly, budget constraints, information overload, technological limitations, copyright and licensing issues, inadequate facilities for users with disabilities, insufficient training and expertise among library staff, lack of access to internet and space constraint were seen as challenges hindering availability and utilisation of information resources on academic activities of undergraduate students. The study concluded that the availability and utilisation of library information resources by library and information science undergraduate students cannot be overemphasised especially towards satisfying their academic and research needs. Budget constraints, information overload, technological limitations, copyright and licensing issues, inadequate facilities for users with disabilities, insufficient training and expertise among library staff, lack of access to Internet and space constraint were the major challenges library and information science undergraduate students face in using library information resources for their academic activities. The study recommended among others that the management of Nasarawa State University, Keffi should encourage research and publication by providing library information resources where undergraduate students can engage in grant proposal writing, field work or experiments, research and publication of their works.
- ItemAVAILABILITY AND UTILIZATION OF LIBRARY AND INFORMATION RESOURCES FOR RESEARCH PRODUCTIVITY BY ACADEMIC STAFF IN PRIVATE UNIVERSITIES IN NORTH CENTRAL, NIGERIA(Library and Information Management Forum, 2025) Idakwo, Sunday InnocentThe study investigated the availability and extent of utilization of library and information resources for research productivity by academic staff in private universities in North Central, Nigeria. Two questions and null hypotheses guided the study. A descriptive survey research design was used for the study. The population of the study (1536) consisted of all academic staff in private universities, North Central Nigeria. A sample size of 770 respondents was selected using proportionate stratified sampling technique. The researcher developed a questionnaire titled “Availability and Utilization of Library and Information Resources for Research Productivity among Academic Staff Questionnaire`(AULIRRPASQ) and an observation checklist, which were used to collect data for the study. The internal consistency of the instruments was ensured using Cronbach Alpha which yielded 0.75 and the instruments were judged reliable. Out of 770 questionnaire distributed, 725 copies were returned and found to be correctly filled. Frequencies, percentages, Mean (X) and Standard Deviations were used to answer the research questions while anova was used to test the hypotheses. The finding of the study revealed overall availability of print and electronic information resources in the libraries as adequate. Also, the utilization of library and information resources by academic staff was high. Based on the findings, it was strongly recommended that the university management should endeavour to always create conducive environment for the utilization of library and information resources for research among the academic staff, library management should create awareness of new arrival among Lecturers and subscription to more electronic materials
- ItemAVAILABILITY OF LIBRARY AND INFORMATION RESOURCES FOR ACCREDITATION OF PROGRAMMES IN STATE UNIVERSITIES IN NORTHNORTHWEST, NIGERIA(Library and Information Management Forum, 2025) MUKHTAR, Shamsuddeen Mustapha; IBRAHIM, Nabila Aliyu; IBRAHIM, Nabila AliyuThe study investigated library information resources availability, and accreditation of programmes in state universities in North-west, Nigeria. The study was set to ascertain the status of accreditation of programmes in state universities in North-west, Nigeria; to find out the extent of availability of library information resources for accreditation of programmes in state universities in North-west. Survey research method using descriptive research design was adopted for this study. The population of the study comprised of 197 professional librarians and 67 heads of departments. Total enumeration was used because the population size was small and manageable. Questionnaire was used as an instrument for data collection. A total number of 264 questionnaires were administered to the respondents out of which 205 (78%) were duly filled, returned and found useful. Collected data were analyzed using frequency counts and percentages, mean and standard deviation. The findings revealed that some programmes in the State Universities obtained full accreditation and some got interim while very few with denial. The State Universities equally have available information resources. It also revealed that cooperation between staff, qualitative resources, and good number of copies, library budget and seating capacity has great impact on accreditation of programmes. Lastly, it revealed that state universities faced some challenges during accreditation exercise. It is recommended that regular review and update of accreditation document should be made. Integrated library system (ILS) and online public access catalogs (OPAC) should be provided for seamless searching. Funding should also be increased, adhere to NUC criteria and sufficient time to prepare for accreditation. were made line with the research findings.
- ItemAWARENESS AND ADOPTION OF CLOUD COMPUTING IN LIBRARY SERVICES IN BAYERO UNIVERSITY LIBRARY, KANO(Library and Information Management Forum, 2025) Odeleye Damola Dolapo; Firdausi Abdullahi,The study investigated awareness and adoption of cloud computing in library services in Bayero University Kano. Four (4) research questions and research objectives were formulated for the study. Quantitative research methodology using survey research design was used. The population of the study comprised of 122 professional librarians drawn from Bayero University library. Total enumeration was used to include all the 122 professional librarians because the population was not much and was conveniently managed by the researcher. Questionnaire was the instrument used for data collection. A total of 122 questionnaires were administered and 101 were returned and found useful. The data collected was analysed using descriptive statistics (frequency and percentages). The findings revealed that the librarians in Bayero University are well aware of cloud computing. It also revealed that the library has adopted cloud-based services, indicating that database management, e-resources and storage of sensitive documents are rendered through loud computing. The findings revealed ICT skills, availability of the technology, compatibility of the technology with library system and services, attitude of librarians towards cloud computing and perceived ease of use and usefulness could facilitate adoption of Cloud Computing in library service. Furthermore, the findings also showed that challenges associated with adoption of Cloud Computing in library services are: insufficient funding, poor internet connectivity and inadequate training among others. It was recommended that the University library should diversify the scope of cloud-based services to include other types of cloud-based services such as library management systems, cloud-based digital preservation, virtualised services, etc. Relevant funding authorities should adequately fund the library so as to tackle the challenges associated with the adoption of cloud computing in library services.

OERs have emerged globally as cost‑effective, accessible, and flexible learning resources, yet their adoption in Nigerian universities remains constrained by infrastructural, institutional, and pedagogical challenges. That highlighting the barriers to their adoption in Nigerian universities. Three (3) research questions guided the study; 1) assess the level of awareness of postgraduate students regarding OERs. 2) determine the extent of availability of different types of OERs to postgraduate students and 3) identify the challenges faced by postgraduate students in accessing and using OERs in the Faculty of Social Sciences, ABU, Zaria. the study adopted the quantitative research methodology, using a survey design. With a population of 279 students resulted in 271 valid responses (97.1% response rate). structured questionnaire was the instrument used to collect Data. Descriptive statistics were used to analyze frequencies, percentages, means, and standard deviations. Findings indicated moderate awareness of OERs' benefits but low familiarity with specific formats like open textbooks and MOOCs. Utilization rates were low, particularly for institutional repositories. Challenges identified included insufficient guidance, poor internet connectivity, and quality concerns. The study concludes that despite recognition of OER benefits, low usage is tied to systemic issues, the researchers recommends among others the need for targeted interventions to enhance OER accessibility and training for effective use among students and faculty.

This opinion paper examines the critical role of information professionals, particularly librarians, in bridging digital inequalities and advancing social justice through inclusive information services. Drawing on existing literature and conceptual perspectives, the paper explores the multidimensional nature of the digital divide and its implications for community empowerment and sustainable social development. It highlights the contributions of information professionals in providing equitable access to information and communication technologies, promoting digital literacy, advocating for inclusive information policies, supporting marginalised populations, and fostering civic engagement. The paper further discusses the challenges limiting the effectiveness of information professionals, including inadequate funding, weak ICT infrastructure, limited professional capacity, policy constraints, and socio-cultural barriers. It argues that information professionals have evolved beyond their traditional custodial roles to become strategic agents of digital inclusion, community development, and social transformation. To strengthen their contributions, the paper proposes strategic actions centred on increased investment in library and digital infrastructure, continuous professional development, and multi-sectoral collaboration among governments, educational institutions, civil society organisations, and development partners. The paper concludes that bridging the digital divide is both a technological and social justice imperative and that empowering information professionals is essential for building inclusive, resilient, and sustainable communities in developing contexts

M.Integrating artificial intelligence (AI) and machine learning (ML) technologies into services delivery in Nigerian libraries offers revolutionary possibilities as well as serious challenges. This paper examines six case studies and the challenges involved in integrating AI and ML into the Nigerian library system, highlighting the urgent need for technology development in this field. The paper found the following challenges exist: insufficient financial resources, a shortage of qualified workers, issues with data availability and quality, challenges related to legislation and regulation, and cultural and societal barriers, and knowledge and the skill set required for integrating AI and ML personnel shortage. Notwithstanding these challenges, AI and ML present several chances to improve library services by means of enhanced information retrieval, automated routine chores, optimum resource management, greater accessibility, and the promotion of research and innovation. Therefore, this paper attempts to direct the successful implementation of AI and ML in Nigerian libraries, making sure they stay relevant and able to satisfy the changing demands of their users in the digital era, by looking at successful case studies and offering strategic recommendations for successful implementation

No. 1 2026, 2026) SALIHU, UmmaThis study investigated Challenges Encountered in Utilising Information Resources by Patrons as a Result of Library Space Design in Umaru Musa Yar’adua University Library (UMYUL), Katsina State, Nigeria. The study was guided by one objective which is; to identify challenges encountered by patrons in utilizing information resources as a result of library space in Umaru Musa Yar’adua University, Katsina State, Nigeria. The paper, is an opinion paper. Findings revealed that; collaborative and group study space, quiet and independent learning space technology and digital resources space and discussion space, are the most common types of library spaces available for patrons in Umaru Musa Yar’adua University Library, Katsina State, Nigeria. The study discovered that; library spaces greatly impacted information resource utilisation by patrons through encouraging more frequent use, space as a determining factor for using library resources facilitating group discussion, enhancing comfort and productivity, limiting access to certain resources, providing accessibility for individuals with special needs, feeling comfortable and relaxed in Umaru Musa Yar’adua University Library, Katsina State, Nigeria. The study found out that; overcrowding is the main challenge affecting the utilisation of library spaces by Patron in Umaru Musa Yar’adua University Library, Katsina State, Nigeria.
- ItemCHALLENGES IN IMPLEMENTING PUBLIC RELATIONS PRACTICES FOR ENHANCED SERVICE DELIVERY IN STATE UNIVERSITY LIBRARIES OF BENUE AND NASARAWA STATES(Library and Information Management Forum, 2025) IORSHE, Terkimbi Simeon; IORFA, Terungwa; ADADU, Mary Ehi; IORNUM, Victor ShachiaThis study investigated challenges in implementing public relations practices for enhanced service delivery in state university libraries of Benue and Nasarawa states, Nigeria. The study was guided by two research questions and one hypothesis. The survey research method was used for this study. It employed descriptive research design with population of 131 library staff of Rev. Fr Moses Orshio Adasu University Library and Information Services and Nasarawa State University Library Keffi. The study adopted a census sample approach where all 131 library staff were studied. Data were collected through wellstructured questionnaires. The total of 131 questionnaires were administered to respondents and of the number, 103 were returned representing 78.63% return rate. Data were analyzed using descriptive and inferential statistics. Findings revealed that despite the benefits of public relations practices in promoting the value of the library and shaping public perception, systems limitations continue to hinder the implementation of public relations practices in Benue and Nasarawa State university libraries. The study showed that insufficient funding (mean=3.37), incessant power outages (mean=3.34), absence of public relations department and slow internet connectivity (mean=3.30) are critical financial and technological constraints in carrying out public relations practices in the State University libraries. The study discovered that librarians understand some strategies for ensuring public relations practices to enhance service delivery in university libraries in Benue and Nasarawa States. The result further showed that sufficient budgeting for Library public relations activities obtained a mean score of 3.38 which underscores the critical need for dedicated financial resources for sustaining effective public relations practices in the libraries. The study concluded that public relations practices are essential for enhancing service delivery and visibility of university libraries. However, financial, technological and institutional constraints hinder their full implementation. It therefore recommends adequate funding, establishment of dedicated public relations unit and continuous staff training for public relations engagement.

One research question guided the study as what are the Challenges faced by Staff of National Youth Service Corps (NYSC) Headquarters, Abuja when Utilizing Information Retrieval Systems for HR Functions? The study adopted the Quantitative Research Methodology with descriptive survey as the design. The Population of the study comprised 47 staff cutting across the junior, senior and management cadres. The questionnaire was used as the instrument for data collection. The findings identified challenges in the utilization of information retrieval systems for human resource functions as poor integration with other systems, obsolete technology, and data migration problems. Resistance to change and low levels of digital literacy were brought forward as humanrelated issues. Financing, weak policy frameworks, poor power supply, and unstable Internet supply are the constraints on the organisational and physical environment. In conclusion, the study on the Challenges in the Utilization of Information Retrieval Systems (IRS) for Human Resource (HR) Functions at the National Youth Service Corps (NYSC) Headquarters, Abuja, has highlighted that while the adoption of technology is critical for modern administrative efficiency, significant hurdles remain. The findings reveal that the effective deployment of IRS within the NYSC is largely hampered by Technical Challenges, Human-Related Challenges, Organizational Barriers and Environmental Challenges Affecting IRS Use. It was recommended that there should be training of staff to deal with the issue of technophobia, budgetary allocations to secure advance technology, provision of Internet and constant supply of power amongst others.
