    COMPARATIVE STUDY OF ORGANISATIONAL STRUCTURES, POLICIES, ICT ADOPTION AND SERVICE DELIVERY IN SELECTED AMERICAN AND NIGERIAN UNIVERSITY LIBRARIES

    University libraries are vital components of educational institutions, serving as centers of knowledge and enhancing learning and research among students and staff. This paper discusses a comparative study of university libraries in Nigeria and America, discovering their services, organizational structures, policies, ICT adoption and histories. The study identifies similarities and differences in how these libraries function, adapt to technological advancements, and cater to the diverse needs of their respective student populations. In both Nigeria and America, University libraries play vital roles in supporting academic curricula, promoting teaching and learning, and providing access to a wealth of learning resources. Common practices include offering collections of printed books, reference materials, and multimedia resources. However, they also exhibit distinctive features in their adoption of digital technologies, staffing levels, and access to funding and resources. While Nigerian University libraries often face with funding constraints and limited access to digital resources, America counterparts embrace technology with enthusiasm, providing ebooks, online databases, and interactive learning tools. These differences reflect the diverse educational landscapes and resource availability in each country. The findings underscore the resilience and dedication of University libraries in both nations, striving to meet the evolving needs of students and staff in an ever-changing educational landscape. The concludes by advocating for continued efforts to support these libraries, recognizing their essential paper role in nurturing well-rounded individuals, fostering research skills, and inspiring lifelong learners.

    CHALLENGES IN THE UTILIZATION OF INFORMATION RETRIEVAL SYSTEMS (IRS) FOR HUMAN RESOURCE (HR) FUNCTIONS AT THE NATIONAL YOUTH SERVICE CORPS (NYSC) HEADQUARTERS, ABUJA

    This research unraveled the Challenges in the Utilization of Information Retrieval Systems (IRS) for Human Resource (HR) functions at the National Youth Service Corps (NYSC) Headquarters, Abuja. One research question guided the study as what are the Challenges faced by Staff of National Youth Service Corps (NYSC) Headquarters, Abuja when Utilizing Information Retrieval Systems for HR Functions? The study adopted the Quantitative Research Methodology with descriptive survey as the design. The Population of the study comprised 47 staff cutting across the junior, senior and management cadres. The questionnaire was used as the instrument for data collection. The findings identified challenges in the utilization of information retrieval systems for human resource functions as poor integration with other systems, obsolete technology, and data migration problems. Resistance to change and low levels of digital literacy were brought forward as humanrelated issues. Financing, weak policy frameworks, poor power supply, and unstable Internet supply are the constraints on the organisational and physical environment. In conclusion, the study on the Challenges in the Utilization of Information Retrieval Systems (IRS) for Human Resource (HR) Functions at the National Youth Service Corps (NYSC) Headquarters, Abuja, has highlighted that while the adoption of technology is critical for modern administrative efficiency, significant hurdles remain. The findings reveal that the effective deployment of IRS within the NYSC is largely hampered by Technical Challenges, Human-Related Challenges, Organizational Barriers and Environmental Challenges Affecting IRS Use. It was recommended that there should be training of staff to deal with the issue of technophobia, budgetary allocations to secure advance technology, provision of Internet and constant supply of power amongst others.

    IMPACT OF INTERNET ACCESS ON THE USE OF LAW LIBRARY INFORMATION RESOURCES BY STUDENTS AT AHMADU BELLO UNIVERSITY, ZARIA

    This study examines the impact of internet access on the utilization of law library information resources by students at Ahmadu Bello University, Zaria. With the increasing shift toward digital information sources, traditional libraries especially academic law libraries face declining patronage. This study was guided by three research questions which are: Are law students of Ahmadu aware of the library resources in the department, and how often do students visit the library? What are the perception of law students in Ahmadu Bello University, Zaria on the differences that exist between resources in the law library and those found online and What challenges do law students in Ahmadu Bello University, Zaria encounter in using information resources from the law library? This study employed a qualitative research approach, using exploratory qualitative research design. The study population consisted of all 400-level law students at Ahmadu Bello University, Zaria. Semi-structured interviews were used to collect data from seven finalyear law students who were purposively sampled due to their willingness to participate in the study. A tape recorder was used to collect participants’ opinions. Findings revealed that internet access has significantly influenced students' use of the law library, primarily due to ease of access, lack of awareness of available library resources, and the perception that the library is outdated. This study concludes that to remain relevant, law libraries must adopt digital strategies, improve service delivery, and actively promote their resources. Recommendations include the digitization of library collections, enhanced user education, and improved librarian-user engagement.

    AVAILABILITY OF LIBRARY AND INFORMATION RESOURCES FOR ACCREDITATION OF PROGRAMMES IN STATE UNIVERSITIES IN NORTHNORTHWEST, NIGERIA

    The study investigated library information resources availability, and accreditation of programmes in state universities in North-west, Nigeria. The study was set to ascertain the status of accreditation of programmes in state universities in North-west, Nigeria; to find out the extent of availability of library information resources for accreditation of programmes in state universities in North-west. Survey research method using descriptive research design was adopted for this study. The population of the study comprised of 197 professional librarians and 67 heads of departments. Total enumeration was used because the population size was small and manageable. Questionnaire was used as an instrument for data collection. A total number of 264 questionnaires were administered to the respondents out of which 205 (78%) were duly filled, returned and found useful. Collected data were analyzed using frequency counts and percentages, mean and standard deviation. The findings revealed that some programmes in the State Universities obtained full accreditation and some got interim while very few with denial. The State Universities equally have available information resources. It also revealed that cooperation between staff, qualitative resources, and good number of copies, library budget and seating capacity has great impact on accreditation of programmes. Lastly, it revealed that state universities faced some challenges during accreditation exercise. It is recommended that regular review and update of accreditation document should be made. Integrated library system (ILS) and online public access catalogs (OPAC) should be provided for seamless searching. Funding should also be increased, adhere to NUC criteria and sufficient time to prepare for accreditation. were made line with the research findings.

    SOCIOECONOMIC EFFECT OF PIRACY ON BOOKS PUBLISHING INDUSTRY IN NIGERIA

    This work examined the socio-economic effect of piracy on books publishing industry in Nigeria. The publishing sector has grown to be an essential component of the Nigerian society and economic driver because it support and promote cultural and intellectual properties of the country and its people. This very important sector is affected by piracy, particularly the socioeconomic effects on the publishing industry, causing revenue loss and economic drain, impact on authors and creative professionals, decreased investment in the industry, job losses and economic displacement, government revenue losses, and hindrance to cultural and educational development. This review discusses the concept of piracy, types of piracy, the extent of piracy and causes of piracy in the society. The study concluded that piracy cannot be allowed to continue in Nigeria, as such all the stakeholders especially authors, publishing industry, and the government needs to come together to ensure judicious application of the following way forward: Strengthening Intellectual Property Laws, Awareness Campaigns, Adoption of Digital Rights Management (DRM), Promoting Affordable Books, Collaborating with International Partners, and Encouraging Local Publishing Initiatives. By applying the way forward it is believed that the menace brought by the activities of books piracy in the general perspective would be effectively tackled.
