- ItemINTERGOVERNMENTAL RELATIONS AND SERVICE DELIVERY IN TIMES OF COVID-19 PANDAMIC: EVIDENCE FROM ZARIA LOCAL GOVERNMENT IN KADUNA STATE, NIGERIA(1st Faculty of Social and Management Sciences International Conference. Organized by the Faculty of Social and Management Sciences, Federal University Gusau, Zamfara State, Nigeria., 2019) Ahmed, Idris Jamo9Nigeria is a federal State with three tiers of government, namely Federal, State and LG. The Nigerian constitution specifies the powers of each level of government so that harmony and mutual cooperation in the administration of the whole system and the autonomy of the constituent units are maximized; such that no level of government or its powers will be jeopardized. In spite of the constitutional provisions which specify the powers of each level of government, studies indicate that Local Governments in Nigeria are at the disadvantage in the discharge of their constitutional responsibilities under the present InterGovernmental Relations (IGR). However the emergence of Covid-19 has affected public governance in Nigeria. The study examine the extent to which Covid-19 affected Intergovernmental Relations in Nigeria with special reference to Zaria LG in Kaduna state, Nigeria. The research is empirical and utilized both primary and secondary source. Questionnaires were designed and administered to members of the public, while interviews were conducted with staff respondents in Zaria Local Government. Information gathered were analysed using simple percentage and Chi-square tool. Findings of the research indicates that, though there are improvement compared to the previous years, yet the present InterGovernmental Relations in Kaduna state has negative impact on service delivery in Zaria Local Government during the period of Covid-19 pandamic. The study concludes that, for L.Gs. in Kaduna state to effectively perform their constitutional responsibilities, adequate autonomy must be ensured

Many scholars assume and expect that previous local government reforms would improve rural development. However, there are significant critiques of this viewpoint. This study explores some challenges of local governments to effect rural development in Nigeria in spite of series of reform measures. The study examined some approaches for rural development. Findings of the study indicate that Local Government autonomy, inadequate funding and mismanagement are the major challenges of local government to effect rural development in Nigeria.

Organized by the Faculty of Social and Management Sciences, Bayero University Kano, 2022-02) Ahmed, Idris JamoAmong the motives for creating Local Governments is to promote democracy and bring government closer to the grassroots communities. Several efforts have been made to improve grassroots development, however studies shows the contrary, grassroots people in Nigeria are the most downtrodden citizens and with difficult access to infrastructural facilities. While there are several studies on Local Government and Development, we know little about how Democracy in Nigeria improves grassroots development. The study utilizes secondary source of data. Findings of the study indicate that though democracy has been entrenched in Nigeria, but the perceived benefits of democracy are yet to be seen at the grassroots level due to mismanagement, corruption and inadequate autonomy. The study recommended the need to enhance LG autonomy, transparency and accountability in the management of public funds.

The problem has it origin since colonial period; several efforts by successive governments were made to curtail the menace. However the problem continued to reincarnate in regime after regime. The paper attempted to find out silent issues that bedevilled security in the Niger Delta, and its impact to our socio-economic development. Secondary data was used for our investigation. Our study revealed that, there is mismanagement of resources meant for the development of Niger Delta by the federal, states of the region and their local governments. Lockdown measure is one of the strategies employed by the Nigerian government to limit the spread of the pandemic. But the lockdown has increased the long existing precarious situation of the ordinary Nigerians. In response to this, the federal government planned to spend 500 billion naira ($1.2 billion) COVID -19 intervention fund and also proposed to create a 50 billion naira ($163 million) fund to fight and reduce the impact of the coronavirus pandemic on the Nigerians. But preliminary study indicates that the COVID -19 palliative measures have been politicized. The research adopted mixed method research design utilized both qualitative and quantitative data. Both primary and secondary sources of data were utilized. Findings of the research shows that government and NGOs‟ COVID -19 palliative intervention measures have not adequately reduced public suffering amidst of COVID -19 pandemic in Northwestern Nigeria. Findings of the research shows that government and NGOs‟ COVID -19 palliative intervention measures have not sufficiently reduced public suffering amidst of COVID -19 pandemic in Northwestern Nigeria. The research recommended that more coordinated efforts should be enhance among all tiers of government and NGO toward reducing the spread of COVID- 19.
- ItemRe-examining Local Government fertilizer distribution in Kaduna and Katsina States Nigeria.(2019) Ahmed, Idris JamoNigeria is an agricultural state with more than seventy percent of its population depends on agriculture as a means of subsistence and contribute to forty two percent to the country’s economy, yet majority of farmers have no access to fertilizer despite series of efforts to make it available to local farmers. The work is set to examine how LGs in Kaduna state deliver fertilizer to farmers and the challenges associated with the distribution. The results indicated that in adequate fertilizer at the local level is largely due to the politicization of the distribution and suggested adequate support of local fertilizer companies in the country, prudent fertilizer distribution and the need for government at all level to increase their support on fertilizer supply.
