Abstract
Local Governments are basically created to effect rural development and
bring grassroots communities closer to the government. Many scholars
assume and expect that previous local government reforms would improve
rural development. However, there are significant critiques of this viewpoint.
This study explores some challenges of local governments to effect rural
development in Nigeria in spite of series of reform measures. The study
examined some approaches for rural development. Findings of the study
indicate that Local Government autonomy, inadequate funding and
mismanagement are the major challenges of local government to effect rural
development in Nigeria.
