Abstract
This study analyses the imperative of accountability and good governance
as key determinants for effective public service delivery in Nigeria.
Governments world over, Nigeria inclusive have the goal of providing welfare
services to their citizens right from time immemorial. At the beginning of the
twenty-first century, the concept of accountability and good governance
took the central part in contemporary debates in social sciences and
particularly in the field of public administration over the roles of
accountability and good governance in achieving effective public service
delivery in every country. This is evident from the central role, public
administration plays in the formulation and implementation of policies
designed for development of various countries. However, public
administration in Nigeria is bedevilled with gross incompetence and
ineffective management in spite of a number of reform programmes that
have been designed to enhance efficient and effective service delivery for
over three decades. This paper examines issues affecting accountability
and governance in the realm of service delivery in Nigeria. The study is
qualitative in nature, as it relies more on secondary data and less on primary
data (interview). Systems theory guides the study. The paper found that
Nigeria has been showing inability of different regimes to deliver key services
to her citizens as a result of poor accountability mechanism and bad
governance. The study therefore, recommends that, in order to bring sanity
back to governance, corruption and other unethical tendencies such as;
ethnicity bias and nepotism in appointment and promotions in public service
should be curtailed and service delivery be tailored to circumstances of
the country for efficiency and effectiveness.
