Abstract
The Federal Government of N i g e r i a throuqh
t h e C e n t r a l Bank of N i g e r i a , embarked upon a
n a t i o n - w i d e r u r a l banking programme, o s t e n s i b ly
w i t h t h e aim of encouraging the use of banks by
r u r a l i n d i v i d u a l s , thereby mopping up enormous
r u r a l funds for more p r o d u c t i v e r e - d i s t r i b u t i on
and r e - i n v e s t m e n t through the banking system.
A f t e r many years of the e x i s t e n c e of the Rural
Banking Programme, it is n e c e s s a r y to f i n d out
now t r u l y r u r a l where a r e t h o s e banks l o c a t e d i n t he
r u r a l a r e a s.
In t h i s s t u d y , based on t h e UBA Rano Branch,
t h e r u r a l i t y of r u r a l banks was measured p r i n c i -
p a l l y by means of p e r c e n t a g e comparison of the
maximum d e p o s i t s ever made at any time by v a r i o us
c a t e g o r i e s of c u s t o m e r s ; l e a d i n g to e v a l u a t i o n of
t h e p e r c e n t a g e p a r t i c i p a t i o n by r u r a l i n d i v i d u a l s.
The f i n d i n g is b r i e f l y t h a t p a r t i c i p a t i o n by
r u r a l i n d i v i d u a l s is s t i l l meagre, but nevert
h e l e s s government e f f o r t is i m p r e s s i v e and
h o p e f u l .
Finally, to hasten the realisation of
optimal rurality in rural banking, a number
of measures such as the use of "Saveway Stamps"
are recommended.
