Abstract
The paper discusses the changing patterns of development; privatization, commercialization, community involvement, self-reliance and empowerment, and proposes the establishment of community based rental libraries and information centres as a way of helping the government to spread information for development to every nook and cranny of the society. It is also a way of making librarians selfreliant, self-employed and self empowered. It concludes that looking at other community based initiatives, rental libraries would also be viable and no other professionals are qualified to handle the project except the librarians themselves.
