Abstract
This study put forward the various types of higher Institutions we have in the country: universities. Polytechnics, and Colleges of Education. They ail have so many things in common because of their Governmental background. The history of Higher Education in Nigeria through Ethnic contribution and perticipation and the original purpose of the western education was discussed. The establishment of Elliot commission by the Government in 1943, mark the first participation of the Federal Government in Education. Human Resource Management t'KRH) literature was reviewed, in terms of the functions and the objectives of HRM i.e. to reach the bottom line of the organisation. In this study, efforts was made to review many modern techniques i*i.e. theories) of managing Human resources, ranging from Tavior's scientific management, and human management reiationists like Mavo and Co. In the study employee turnover, and Greivance and complaints were analysed. The sources of data used were Questionnaire, oral auestions, telephone, and direct observation for primary sourcing and aiso literature Books and official documents for secondary sourcing. The study pontraved the Federal Polytechnic Bauchi, history, functions and management style in terms of staffing, 4 towards employees motivation to increase their productivity
