RURAL- URBAN DIFFERENTIALS IN WOMEN’S ACCESS TO AND PARTICIPATION IN POVERTY ALLEVIATION PROGRAMMES IN KANO STATE, NIGERIA

Abstract
It has been observed that poverty also exist among rural and urban women and no research work has been carried out to find out the spatial variation that may occur between these women in Kano State. This study examined the differentials that exist between rural and urban women in their accessibility and participation in Poverty Alleviation Programmes (PAP) in Kano State. Other objectives of the study is to identify the factors responsible for the differentials if any, assess the impact on the beneficiaries and the challenges of implementing the programmes among the women in rural and urban areas of Kano State. In selecting the study area, the systematic technique was adopted to choose the 6 Local Government Areas and 12 communities from three senatorial districts of the state. From a population of 657,363 a set of a set of 344 copies questionnaires were administered purposively to the women who have benefitted from the programme. Three senatorial districts of the state was covered focusing on 12 communities, 6 rural and 6 urban. Four hypotheses were tested at P ≤ 0.05 level of significance. The data collected were subjected to both descriptive and inferential statistics using frequency Tables, bar and pie charts, Eta test, Kendall tau b test, Pearson Chi-Square and student‘s t-test. The result revealed that there is no significant difference in rural and urban women participation evidenced by the Chi-square test value of 9.9196 (df) 1, p≤ 0.002. The analysis also indicated that the differentials that existed in the participation between the rural and urban women to PAP are not statistically significant as tau(265) = -0.397, p<0.001. The impact of PAP on the earning capacity was not significant, t = 2.305, (df) 6, p = 0.061. The study also revealed that the programme impacted on the beneficiaries in the generation of income, self-sufficiency, self-reliance and improvement on the lives of the women. The study also identified the challenges facing PAP as inadequate funds, inability to sustain the programme and lack of proper awareness on the part of the women particularly in the rural parts of Kano State. On the basis of these findings, the study recommends increase funding, proper strategies at identifying the targeted women and the periodic review of the programmes so as to improve on the efficiency and effectiveness of the programmes by Kano State government. As these suggestions are implemented, the issues of poverty among women will be reduced to the barest minimum and the gap in differentials in the access and participation in the Poverty Alleviation Programmes among rural and urban women in Kano State will be bridged. .
