Abstract
The weakening economies of most developing countries
over the years, have hampered the implementation of many
urban planning programmes. This has motivated the search
for alternative planning and management strategies in
sectors of urban development including the provision of
utilities. The study set out to examine the physical
planning and management practice for the provision of
utilities, using Bauchi town as a study area.
Planning the provision of utilities in towns consists
of physical planning and engineering operations and
application of economic rationale. They are parts of a
broad spectrum of plan formulation and implementation and
maintenance or management of utility projects. Co-ordination
is therefore, required to control and integrate operations
for the realisation of efficient utility provision and
urban development. Therefore, a comprehensive planning
approach in the form of agencies co-ordination, economic
effectiveness and social welfare consideration were used
as criteria for assessing the efficiency of utilities
provision in the study area.

The analysis shows the absence of a suitable
framework to co-ordinate operations between the various
sectors of utility planning (especially at the policy
formulation level) as one of the major factors hampering
the efficient provision of utilities in Bauchi town.
Associated with this are the problems of lack of adequate
funding by the government to finance the provision of
utilities and the required facilities for distribution due
to massive subsidisation policy. Over provision of land
area for housing development and growth have led to rapid
expansion of land area beyond the financial limits of
utiLity management agencies to provide facilities. These
and the failure to stop development from encroaching on
utility lines have contributed to the inefficiencies of
utility systems in Bauchi town.
In view of these problems of utility provision in
Bauchi town, corporate plan formulation approach through
a utility planning committee and the adoption of a cost
recovery approach with a clearly defined minimum
subsidisation of utilities based on affordability of
urban population is suggested to resolve the problems of
utility planning and management in Bauchi town.
