Human resources is the prime agent of production and development processes in every

the knowledge, the ability and the skills to carry out the task. This is where human resource
development comes in. From the questionnaires issued, and interviews conducted it is found
that there are some serious defects with the policy implementation for example staff are not
nominated for relevant courses, training is not being adequately financed, courses are not
monitored

human resources development, staff should be encouraged to pursue training for self
improvement, the effort of affiliation with relevant training institutions should be actualized, staff
career development should be monitored through appraisal etc. The study is structured on five
chapters, chapter one deals with the introduction, chapter two discusses the literature review,
chapter three research methodology, chapter four findings and analysis and lastly chapter five
