The results obtained from the investigation of the effect of cement and time on the properties of laterite soil with respect to the elapse time after mixing as well as the compactive energy levels (Proctor and West African) are highlighted. The material was classified as an A-7-6 soil according to AASHTO classification system and was treated with 0%, 3%, 5% and 8% stabilizer contents. Tests such as the X-Ray diffraction (XRD). Differential Thermal Analysis (DTA) and specific gravity were carried out on the untreated laterite while particle size distribution, Atterberg limits, compaction tests, unconfined compressive strength (UCS) and California Bearing Ratio (CBR) were performed at elapse periods of 0.0, 0.5, 1.0, 1.5, 2.0, 2.5 and 3.0 hours on both the treated and untreated laterite. The results of the X RD and DTA show that Kaolinite is the predominant clay mineral in the soil. Stabilization improved the above mentioned properties with changes observed which differ from that of the untreated laterite. Increase in elapse time after mixing caused reductions in the values of the test result. The Highway Research Board (1943) requirements, Millard and O'Reilly (1965) criterion of free flow and the Nigerian General Specification for Roads and Bridges (1970) were used to evaluate the suitability of the stabilized laterite for use as a pavement material at the various elapse timesen_US
