Abstract
Open Source Software (OSS) implementation in libraries has increasingly been recognized as
a transformative approach to modernizing library services, especially in academic and
research settings. This study investigates the policy-related challenges and emerging prospects
of OSS adoption, highlighting its potential to improve information access, lower operational
costs, and enable flexible system customization. Using a descriptive and analytical
methodology, the study population comprised one hundred and forty (140) library staff drawn
from five selected university libraries in Kano Metropolis. Identify the existing policy
frameworks guiding the adoption and implementation of OSS in libraries, assess the extent to
which OSS has been implemented and integrated into routine library services, determine the
policy-related challenges affecting the effective implementation of OSS in libraries, propose
strategies and policy recommendations for enhancing effective implementation and sustainable
use of OSS in library operations. The study draws on existing literature and empirical insights
to examine the realities of OSS implementation and the findings show that although OSS is
widely available and valued for its cost-efficiency, scalability, and collaborative innovation
model, significant policy constraints continue to limit its effective use in libraries. These
challenges include the lack of clearly articulated institutional and national OSS policies,
insufficient funding structures, limited technical capacity, inadequate infrastructure, security
concerns, and a shortage of trained personnel. Moreover, inconsistencies in governance and
policy frameworks often result in poor planning, fragmented implementation processes, and
the underutilization of OSS solutions. Concerns about sustainability, accountability, and
technical support further complicate adoption, largely due to the decentralized nature of OSS
development and maintenance. Despite these limitations, the outlook for OSS implementation
remains positive. OSS presents opportunities for enhanced collaboration, continuous
innovation, and alignment with global open access initiatives. It enables libraries to exercise
greater control over their systems, respond effectively to evolving user needs, and help bridge
the digital divide, particularly in developing countries. The study concludes that maximizing
the benefits of OSS in library operations requires well-defined policy frameworks, sustained
capacity development, and strategic investment in technological infrastructure. It therefore
recommends the development of comprehensive OSS policies, continuous professional training
for library staff, and stronger institutional support systems to ensure sustainable
implementation and optimal utilization of OSS in libraries.
