dc.description.abstract"Nigerians have perhaps quite rightly always considered their chief asset to be human resources. Planners now acknowledge the importance of human capital and have removed education from its traditional place in the 'social' services and accorded it the pride of place. Now, applying cost benefit analysis to investment in education and agree that education and training are important pre-requisite to development which is much welcome. We should however not overlook the fact that skilled and highly trained man-power cannot contribute fully to development unless it is healthy. We can therefore see that expenditure on health and housing contributes to the growth of the G.N.P. in so far as improved health and housing leads to rising level of productivity and output in the various sectors of the economy without any significant additional investment in these sectors. For " a healthy body, reasonably nourished,is essential before further productive effort can be expected. We cannot wait until the process of economic development is well advanced before taking simple steps to help improve our environment.en_US
