Abstract
This thesis focusses on the apparent issues of neglect
and poor economic activities in the development process in
the rural parts of Anambra State of Nigeria, using Nsukka
Local Government Area as a case study. It is the low level
of development prevailing in this part of the State which is
essentially rural in character that has necessitated the choice
of the area as an appropriate place for undertaking a rural
development study.
Settlement pattern hero is more dispersed than it is
nucleated so that it is not easy to establish where one
settlement begins and another ends and as a consequence
presents problem or allocation of modern infrastructures
because of the required threshold population. In addition
most of the remoter settlements from the urban centre of
Nsukka are inaccessable by road for many months especially
during the rainy season which has resulted to the use of
human potterage, bicycles, and a very few motor-cycles as
means of transportation - thereby compounding their problems.
Many farmers in this sub-region appear to be living in
a closed system and completely isolated. This has drastically
affected their income level as their agricultural produce are
sold to the middle men at reduced prices who are able to
scramble to reach them. This, it is held, dulls the enthusiasm
of the farmers to increase their output. Worst of all are
poverty, unemployment, inequality in income and gross inadequacy
of infrastructures because of non-tapping of the potentials
of the area to generate employment* These remarkable
features have caused the youths to migrate to other areas
for employment. The situation is now changing owing to
the establishment of Okpuje Agricultural development project
and other Community development projects. These projects
which have contributed to the development of the area were
sectoral and proceeded without any definite theoretical
guidelines and as a result featured haphazard development.
Thus spatial planning efforts to locate, link and
co-ordinate these elements in integrated form are needed.
This will utilize both human and natural resources of the
area to create employment opportunities. It is obvious that
the spill-over benefits from these, will outweigh and reduce
the constraints of these rural dwellers who can now set up
adult schools for themselves, give formal education to their
children and solve their other pressing needs. In view of
this and in line with the present government policy in the
development of the rural areas, there is therefore much need
for new orientation in planning process of the study drea
by centralising of functions and services in Hierarchical
Centres in order to give rise to a number of economies,
external and internal.
This should now form the basis of development approach
to be adopted for this area that will link rural problems,
proposals and policies. It is envisaged that once this new
approach including phasing and implementation of programmes
are adopted the issue of rural stagnation and low economic
activities in the study area will be minimized.
