Abstract
Millions of Nigerians are increasingly yearning and aspiring to acquire knowledge in one form or the other irrespective of age, sex, and background. The increasing need for literacy and leisure time plus "Imformation expulsion" makes it necessary to develop libraries in the country. Secondly libraries are by themselves a principal agency for educational development and spread. It is for these reasons that the author decides to explore a scheme that would comfortabily cater for the three basic elements in library services namely the readers, the staff and the library materials. Design considerations are centred around comfort needs of the readers within the prevailing climatic conditions of the site. The comfort relates to the provision of favourable indoor climatic conditions in relation to human needs (Egronomics), and the smooth or efficient circulation of both the materials, staff and the Users. The scheme when completed would serve not only as a learning, research or reference centre but would also serve as a recreational or leisure centre with alot of social attracting potentials, It will be a piece of monument in terms of aesthetics, functions, preservation and security of important academic and societal or historical documents. When fully utilized it is hoped that the scheme would not only assist students or academicians but would greatly raise the literacy level of the society by taking or communication the knowledge or imformation to the grass-route.
