dc.description.abstractThis is intended to give a brief and comprehensive summary of the context of the thesis- Chapter one involves the brief introduction of what the thesis is all about and it is in this chapter that the defination of a local government is made. Chapter two talks about local government reforms in Nigeria since 1968 to 1991. It dealt with topics like the Native Authority reforms, the local government reforms of 1976 and explained the causes that led to these reforms. Chapter three is a brief discussion on Local government Administration in Nigeria. It dealt with topics like, the Personnel Administration, functions of local government and the Administrative structure of local government which is very important for the purpose of the design research. Chapter four talks about the location of Jaba Local government area, its people and the population figure of the area. It also dealt with existing infrastructure of Kwoi and what the people felt when the local government area was created in 1991. Chapter five deals with the definition of some terminologies like prototype, space organisation e.t.c. and how they will be incorporated in the design of the secretariat. It also dealt with the case studies of existing local government secretariat in the state. Chanters six is a brief discussion on the site and the design concept. It dealt with the site selection, site analysis, the design concept functional relationship and zoning, and the design considerations and objectives- Chanter seven talks about the scope of the design which include the Departmental offices, Milted facilities and staff proposal for the entire secretariat. Chanter eight is the summary of the design and it includes the space requirements, design report and conclusion on the thesis.en_US
