dc.description.abstractTotal spending had fluctuated imersely across the period; 1987-1998. The expansionary fiscal measures of the Benue State government in the years aforementioned was attributed to higher revenue yields and the growing need for government to provide basic social needs of her people. The growth rate and structure of Benue State public spending reflects vividly and on the overall, the influences of socio political and economic pressures, within the Economic system. There was for example a general rise in cost per unit over the years of government services. This was occasioned not only by the rapid succession of salary increase awards granted to public officials but also to the fragmentation and multiplication of administrative units. The main impetus and source of funds for many functions upon which the state spend money is from the federation account. Results reveal that recurrent spending is the major item that 'consumes' the states meagre resources as it is positively related to revenue. On the other hand capital spending is inversely related to total revenue. This position could not make room for rapid development since emphasis is on the maintenance of existing structures rather than the creation of new ones. In all, the Benue state government could diversify the tax base in order to be able to cope with the continuous increases in public spending; as capital spending becomes the focus of fiscal policies.en_US
