Abstract
Development Administration as a system of
government and strategy for development was conceived
in the continuous search for the best possible system
of public administration that could lead to the
solution of the problem of underdevelopment. Being
dynamic, innovative, and achievement-oriented,
development administration is considered a suitable
system for the developing countries where every
programme is development-oriented.
This system of administration was adopted
in Cross River State in the belief that it would help
to mobilise the natural and material resources in
the state and harness them for its economic, political
and socio-cultural development.
The interest in this study was aroused by the
persistent state of poor development in the state
inspite of the adoption and operation of this
development-oriented system for some eight years, a
period considered sufficient to have given the state
a head start.
From the findings in the study, there had been
relative improvement in private and communal life of
the people within those years. This improvement was,"
as it were, a stop-gap as the pendulum appeared to have
swung back. A close look at the development pattern
-ivsuggested
that certain factors other than
development administration were responsible for the
relative development in the state. A further look
was taken of all the variables necessary for the
successful implementation of development projects.
The result appears to indict administration,
which is the most vital input in development
administration, as not being capable of making
administration fulfil its dreams. Development
administration, with all it stands for, in any case,
cannot lead to development in the developing countries
until development becomes man-centred and what is
being preached is practised, that is, making the rural
areas centres of development.
Description
