A B S T R A C T
While intergovernmental relations is the pivot of Federal
system of government the World over, intergovernmental
financial relations is the crux of the relationship in any
federal arrangement. In fact, it is this financial relationship
that this research project is all about, and it focuses
attention to the period 1976/81.
In addition to tracing the evolution and analyses of
intergovernmental relation in Nigeria, this study also
assesses and analyses the nature of functional relations, tax
jurisdiction, fiscal policies and revenue allocation as they
affect the three levels of government during the period under
review. The study also surveys and analyses the evolution of
financial and administrative control measures between the
federal,-state and local governments with a view to providing
useful suggestions for future improvement.
For the purposes of statistical analysis, the figures
for the fiscal years 1976/81 have been chosen at random and
provided for both the federal, state and local governments.
This includes their respective revenue sources both internal
and external as well as expenditures for the period under
review. Brief comparative analysis of intergovernmental fiscal
federalism of the U.S.A. Dominion of Canada and the Commonwealth
of Australia is made with a view to deriving lessons for
Nigeria.
The paper is divided into five chapters. Chapter one
introduces the theme of the study which is intergovernmental
relations in Nigeria while chapter two reviewed the related
literature on the subject matter of intergovernmental
financial relations. Chapter three deals with the evolution of

Intergovernmental relations in Nigeria with particular reference
to the nature of functional relations, and the fourth chapter
considers the question of Tax Jurisdiction, revenue allocation
and the evolution of financial and administrative control
measures between the levels of governments in the country.
Lastly, chapter five deals with conclusions and recommendations
which consider the future prospects for intergovernmental
financial relations in Nigeria,,
Finally, I hope that the study will be found useful
and interesting to the elementary understanding of the
subject matter.
