Abstract
ABSTRACT
Physical Planning is concerned with the spatial arrangement of
landuses with the purpose of creating a healthy and efficient
environment for living, working, recreating and circulation. And to
achieve this, the environment must be capable of meeting the demands
arising from changes within it. Also, it must be able to complement
the magnitude of these changes.
In the past few decades, Nigerian cities have experienced
unprecedented growth and development that perhaps was due to
Economic growth and consequent urbanisation. The associated
characteristics of these changes are also indicators of environmental
degradation such as disorderly development, slum, squatter development,
gross inadequacies in the supply of water, electricity and other
facilities and services. Hence the cities have failed to keep the
pace of their growth with the massive urbanisation.
In an attempt to restore order in the urban centres in Bauchi
State, the use of plan documents such as masterplans, layout plans
etc. was adopted and single Planning Authority established to
implement these plans. This is with the view to creating an orderly
and efficient urban environment for working, living and recreating.
However, the existing situations do not conform with the provisions
of the plan.
The Bauchi masterplan has failed to achieve it goals and
objectives because of the forces working against it. The problems
identified include; legal, shortage of professional staff, lack of
public participation, finance, coordination and cooperation. Others
are political and administrative interference in the execution of
planning functions.
The crucial issue raised was that of lack of funds to
effectively finance the implementation of plans. However, there are
some sources of funds that are yet to be explored. More funds could
be raised by improving both the existing sources and creating new
means. By encouraging community development programmes, planners
can organise their plan proposals and assign responsibilities to
various organisation.
Recommendations and suggestions nude at various stages of
implementation process are made with a view to tackle the identified
problems, More fundamentally are the review of the existing Law and
the reorganisation of the administrative framework for planning for
more effective implementation. All these can best be utilized when
planners employ various strategies to influence policy maker to get
the government support.
It is hoped that when this recommendations and suggestions are
being considered the desired liveable, planned and well articulated
Urban Environment would be achieved.
