Abstract
All over the world, particularly in developing countries with economic crises in-formed by mismanagement or years of neglect of rural people, governments do adopt various programmes with varied roads basically desidgned to address the problems o-f poverty. In Nigeria, the military government o-f General Ibrahim Babangida which came to power at the tail end o-f 1985, was confronted with accepting International Monetary Fund (IMF) loan and its traditional conditional ities as a way of debt rescheduling, or design a home made structural adjustment programme. In 1936, with the consent of majority of Nigerians, Structural Adjustment Programme (SAP) was adopted. Regretab1y, SAP brought distortions in Nigerian economy and consequently aggravated the State of poverty in many homes. To ameliorate the hardship effects of SAP, People's Bank was established in 1989, as a Sole provider of credit facilities to the underprivileged Nigerians. Six year after the bank was established, the problems of poverty are still visible. This calls for adequate funding of Peop1e's Bank by the Federal government with a view to making the bank more relevant to victims of SAP.
