Abstract
This study is an evaluation of the Roles of Public Enterprises in National Development w i th Kaduna Refining and Petrochemical Company KRPC as a case study. The study was undertaken with the objective of identifying the role of KRPC in national development. To facilitate this, some hypotheses were developed, relating to the question of funding, manpower training and motivation, autonomy and their impact on the performance of the organisation. The study employed the empirical approach in collecting data. The use of questionnaire, interviews, focus group discussions and observation, were therefore adopted. Secondary sources of data were also exploited as text books, journals, magazines, KRPC documents and official publications were also used for the purpose of collecting data. The study found out that KRPC is not optimally performing and therefore cannot contribute optimally to national development. The tested hypotheses of the study also proved that the unimpressive performance of KRPC is basically caused by: lack of adequate and timely funding; lack of adequately trained and motivated manpower; and lack of autonomy. To make KRPC more efficient and for it to contribute more effectively to national development the study recommends better personnel training and placement policy; more motivation for staff; and a greater autonomy for the organisation among other recommendations
