Abstract
This research is titled the Perceptions of Stakeholders on the Management of Universal Basic
Education (UBE) Programme in Northwest Zone of Nigeria. The universal Basic Education
Programme aims at given free and compulsory education to Nigerian children from primary
school to junior secondary school. Universal access to education has been the prime target for
Nigeria and at the global level. The study was aimed at finding out how the UBE programme
was managed in Northwest zone. Four states out of seven states of Northwest zone was used for
this study. Seven objectives were set to guide the study, which include to examine the staffing
situation, provision and maintenance of infrastructural facilities, to funding of UBE programme
and students’ enrolment and retention of the UBE programme in Northwest Zone etc. Seven
research questions were asked based on the objectives and seven hypotheses postulated. The
research reviewed related literature relevant to the study. Descriptive survey design was used as
research design for the study. A total of 146,255 populations comprising of 13,454 schools,
13,454 head teachers, 119,047 teachers, 240 parents and 60 SUBEB officials were used.
Respondents were randomly drawn from the population. Cluster sampling was used to distribute
810 samples among the four groups as follows: 250 head teachers, 400 teachers, 140 parents
and 20 SUBEB officials. The main instrument used for data collection was questionnaire using
likert scale measurement. All the seven hypotheses formulated were tested using One Way
Analysis of Variable (ANOVA). Five out of the seven hypotheses were rejected while two were
retained. The research hypotheses were subjected to Scheffe test to determine the significant
differences in the opinions of respondents. The major findings of this research indicated that
staffing situation in UBE schools was inadequate. Also, there were inadequate infrastructural
facilities such as classrooms and chairs for teaching and learning in the UBE schools within the
zone and the level of funding of UBE schools was inadequate low. There is need to increase
funding of the schools by the respective educational agencies and seek alternative sources of
funds for the UBE schools. In conclusion, the research concludes that the available facilities for
teaching and learning are not adequate and there is no regular maintenance. The research
recommends that recruitment of teachers should be based on merit and professionalism so that
the objective of the UBE programme can be achieved. The research also recommends that the
study can be replicated in other zones of the federation to improve the objectives of the UBE
programme in the country.
