Abstract
This work was carried out principally to study the problems of budgeting in plateau
state, of particular importance is the monitoring and control mechanisms of the
budget. The work is based on the premise that budget deficits is a measure of budget
indispline and can be attributed largely to inefficient monitoring and control
mechanisms.
In the course of the research, it was discovered that during the peiod under review
(1985 - 1994), which is considered less sensitive the plateau state budgethas
withnessed alarming deficits totalling over N2 Billion (measured by the amount of
deviation of the estimated from the yearly expenditures). The deficits measured as
high as - 179% in some years. This very high rate of deficit has led to the massive
accummulation of debts in the state (Both External and Domestic). At present the
state is indebted to the tune of about N10.7 billion. This debt burden has also
resulted in the high rate of unemployment in the state an d the slow development
of the necessary social infrustractures to the citixenry.
It was also discovered that although there exists some monitoring and control
structures in the state. Charged with ensuring that there does not occur a disturbing
deviation from the budget (Agencies such as the public accounts committee, Audit,
Budget and Planning, e.t.c). These committees are ineffective and have no power
to control financial recklessness. This accounts for this inefficiencies.
At the final analysis, the researcher opined that efforts should be directed towards
building up a financial management capability to estimate and monitor costs to
fulfill the programme tasks within specific cost ceilings and to help devise measures
proper accountability: for budgets and plans must be drawn within available
resources and should be implementable.
