dc.description.abstractABSTRACT. INTEGRATED RURAL DEVELOPMENT CENTRE! " A RURAL IMPROVEMENT PROJECT". In Nigeria today, the problems of slums, unemployment, squatting and other social maladies have been manifesting itself in the urban centres. These social maladies have reached such an alarming rate that life and property in the cities are in perpetual atmosphere of insecurity. A critical approcisal of these maladies shows that thoy actually originate from the rural areas. The problems confroting our rural societies are just numerous and ranges from low income level - which is below survival marginr unemployment among youths, - due to limited employment opportunities outside the agricatural sector, low life expectancy - due to lack of health care services, illiteracy and lack of other social amenities. Their means of economic survival is agriculture, supported with such crafts as weaving, pottery, leatherwork and blacksmitting, which are all practiced with the most primitive technology and ideas. These phenomena which present a picture of "the wretched of the earth" tends to perpetuate a vicious cycle of poverty and underdevelopment within the rural areas. The unattractive nature of our country-side, has resulted to a great influx of rural immigrants to the urban centres, mostly young school leavers who come to seek jobs. The jobs often non-existent. Having failed to realize their dreams, these youths become frustrated. They resort to all sorts of anti-social behaviour including loss of self-conficence, prostitution, alcoholism, drug addition, smuggling and other forms of crime. The scheme intends to raise the general low level of the living conditions of the rural populations, throuGH the improvishment of the agricultural sector, and the provision of more economic base to serve as means of alternative employment opporpunities for the rural population in one hand and the provision of social, health and recreational facilities to serve as incentives to boost the moral of the rural societies. The primary objectives of this scheme are thus: (l) To prodive employment opportunities, through the establishment of small scale industries as alternative source of income 5 (2) To improve on the system of services that directly support agricultural productions These services are: Farm Services - Farming and marketing techniques; Public Services - Education and information Servicesf Social, health, and recreational facilities; Infrastructures .. Roads aid more houses0 (3) To organise the supporting system and make it work in the most efficient manner, so as to improve the lives of the rural dwellers without in any way imposing urban culture on them. The scope of this scheme will be limited to the provision of facilities that are relevant to the peoples daily survival and that will serve to improve the quality of life there upon of the rural people. The primary architural significance of the scheme is to create and harmonize a development base with adequately planned and suitably designed environment that will envolve institutional, industrial, social and recreational apparatus.en_US
