Abstract
The present research examined in details the contribution of the Youth Corps Members
in the transformation of the rural areas of Katsina State. Previous efforts of the three tiers of
government in agricultural and rural development have been examined. The causes of the failure
of those efforts have been identified and the linkage of the NYSC to rural development has been
made.
The total study population for this research was eight hundred and seventy seven (877)
respondents. This was formed by four categories that includes, 16 senior NYSC officials at
Katsina State secretariat, 460 Youth Corps members of 1993/94 service year who served in the
13 selected local government areas, 297 villages and district heads representing community
members and 104 most senior local government officials in the selected local government areas.
Eight (8) local government officials were derived from each of the 13 Local governments.
Out of the total study population of 877, 450 samples were drawn. These formed the
respondents for the research. The number included 237 Youth Corps members, 152 community
members, 8 NYSC officials and 53 local government officials.The result derived from the
questionnaire administration was supplemented by oral interview. The samples for oral
interview were selected from the four categories of the questionnaire respondents. A 25 percent
proportion to size of each category of the samples was selected except for the NYSC officials,
where a 50 percent sample was drawn because they were directly responsible for deployment of
the Youth Corps Members, as well as monitoring and co-ordinating their rural development
projects. A total of 104 respondents were interviewed. The total was made up of 59 Youth
Corps Members, 38 Community members, 13 Government officials and 4 NYSC officials. In

all however, the research had the following findings.
It was found that the NYSC scheme was highly recognized and
the presence of Youth Corps members was felt. This was largely
due to the contribution of the Corps members in developing the rural
Katsina.
The contribution of the Youth Corps members was found to be
mainly in the provision of infrastructural facilities that included
construction of drainages, bridges, culvers. Town Halls, toilets and
other public facilities. This was followed by provision of rural welfare
services such as provision of medical and health services; mass
enlightenment and fabrication of machines,
The success of the NYSC members in rural development in Katsina
state was another major finding of the research. The recorded success
was attributed to the sufficiency of Youth Corps members deployed
to Katsina state. Although most of these Corps members were deployed
to Urban Centres, rural development projects were found to be adequately
facilitated.
One of the major findings that contributed to the facilitation of
Youth Corps members projects in Katsina state was continuity. The
research has found that Youth Corps members do continue with
uncompleted projects inherited from their predecessors.
In executing their rural development projects, Youth Corps members
depend highly on the support received from community members. The
assistance from community members was well utilized. This induced
more support to Corps members by community members. These factors
were the bedrocks of the schemes overall success in Katsina state.
