ABSTRACT
The unbalanced development policies of the previous administrations in this
country, with urban biased development at the detriment of the rural areas, have led to the
worsening conditions of living of the people in rural areas of the country. This problem
has completed the need to shift the development policy to favour the rural areas as to
improve their quality of life and making their development self-sustaining. To this effects
the Nigerian Government had tried many agricultural and other rural development
programmes. But the results of these efforts have been unimpressive in improving the
standard of living of the rural people. Consequently, the Nigerian rural areas remained
neglected and their living standard got worsen off. It was this very problem that prompted
the Babangida's Administration to establish the DFRRI in 1986. It is a programme of
Integrated Rural Development approach designed for the nation and applied nation wide
with huge financial backing. Thus as at by 1997, the Directorate has been in operation for
a period of about ten years with its target of meeting the over all aim of rural development
policy of the nation.
The research problems stems from the fact that DFRRI Officials are making wide
publicity that the Directorate has made some considerable achievement in the country. But
yet contrary to these claim, the general public still complaining that DFRRI has not
performed satisfactorily to justify the huge financial backing exhausted by the Directorate.
Thus there is a need to assess the impact of DFRRI projects taking Askira-Uba Local
Government Area as the study area.

Specific objectives of their research is to assess the impact of DFRRI roads,
infrastructures, agriculture and other none physical programmes as mass mobilization for
public participation in rural development programmes.
Methodology employed for the research are as follows: sources of informations are
both primary and secondary. Methods of data collection involves interviewing and
questionnaire surveys. Sampling techniques are combination of griding system and random
sampling of households within each grid. Sample size considered all the village units in
the local government area. And method of data analysis is the application of spear mans
correlation coefficient (rs) to test if there is correlation between DFRRI projects and
changes which occurred in people living conditions.
The results of the research have made it clear that the Directorate had embarked
on and excuted some physical projects as feeder roads construction and reconstructions,
rural water sources provision and rehabilitations, rural electrification and agricultural
project. But relative to the targeted population size, the rural physical project developed
are few, hence the positive impacts are felt by a relatively very few rural populace of the
area. The living conditions of the greater rural mass still low, without desirable positive
changes. Worst still, some undesirable changes have been identified to have occured and
increased during the DFRRI operation period. Such undesirable occurances are the
increasing rates of armed robbery, drug abuse, corruption, divorce and the likes which
emerged among the rural communities. Unlike the planned programme, during the
Directorate's operation in the area, the community leaders, community based
organisations and individuals were less involved in the programmes.

The research has proven that DFRRI programmes in Askira-Uba local government
area have established some inadequate physical projects relative to the largeted population,
and thus made very unempressive impacts on the living conditions of the rural mass.
