Abstract
One of the most obvious failures in the proper functioning of a building unit or complex, presents itself in the form of failed services. A closer look informs us that these problems usually arise from an improper or total lack of integration of services into Building Fabric. Attempts to investigate this tendency and offer solutions is met with stiff impedance represented in a lack of basic data and literature. This problem, it would prove, is not a prerogative of the Architectural profession alone, rather it is a cankerworm that lives within the fabric of the Nigerian Statistical System (NSS). This basic lack of relevant, reliable and timely data in the Nigerian Statistical System (NSS) and the concern generated informed the "Federal Government" establishment of a "National Data-Bank" in 1988. This thesis, first investigates the different standard forms of Integrating services into Building fabric then progresses to look into the circumstances of the "National Data Bank Project" and finally applies the results of the first investigation specifically, together with other design parameters to produce a design proposal for the "physical facility" to house the "National Data-bank Centre" within an environment that shall enhance the performance of its stipulated functions and continue to maintain such an environment.
