Abstract
In t h i s study, we have established some form of functional
relationship between performance in the health sector of Kwara
State and the management concepts of coordination and control.
The study indicated that the people of Kwara desired a standard
health care delivery system and that the government of Kwara State
was aware of this and therefore set i t s e l f to meet this desire.
However, this set objectives were not fully realised. The study
set i t s e l f to probe what went wrong with the administration of the
health care delivery system with a view to establishing some grounds
for solutions to the problems.
The method of data collection included interviews, administration
of questionnaires and review of official documents.
The findings of this investigation revealed that :he management
agencies of Kwara state Health Care Services were highly formalized
and conflict ridden which hinders coordination and control,
culminating ultimately to the low level performance cf our health
agencies,, Further investigation revealed inadequate and improper
funding especially those tied to specific health care programmes.
On the strength of these identified problems, some recommendations
were made with a view to bringing about some amends to the health
care administration. The suggested amends are those of developing
an efficient and effective coordination and control mechanisms for
carrying through our health care programme de-emphasing formal
authority structure of health care agencies and provision of
adequate finance tied to specific health programmes.

The study equally recommended the need for the re-establishment of an
autonomous body removed from the clutches of the c i v i l service to handle our
health care programmes. When such a body is created, it must be seen to be
really autonomous in its functional roles and be responsible to the office of
the permanent secretary parastatal in the Governor's Office.
In conclusion we feel that public bureaucracies as the main agent of
change should have a coordinated approach at putting the state resources
together on targetted goals for the good of a l l . This we believe can happen
to health administration in Kwara state.
