dc.description.abstractThe problem of i n a d e q u a t e funding by t h e Federal Government i s one which t h e U n i v e r s i t i e s have been facing in r e c e n t y e a r s. With t h e grim economic s i t u a t i o n in t h e c o u n t r y and t h e r a p id r i s e in the number of Federal U n i v e r s i t i e s , it is now becoming c l e a r e r t h a t t h e Federal Government may no longer be in a p o s i t i on t o bear t h e financing of t h e s e u n i v e r s i t i e s to f u l l c a p a c i t y. The need has t h e r e f o r e a r i s e n for our u n i v e r s i t i e s to e x p l o re p o s s i b l e ways of g e n e r a t i n g revenue i n t e r n a l l y , if t h e y are to reduce t h e i r f i n a n c i a l dependence on t h e f e d e r a l government. The f i n a n c i a l c r i s i s being faced by our u n i v e r s i t i e s is due l a r g e l y t o t h e i r over-dependence on t h e t r a d i t i o n a l source of funds p a r t i c u l a r l y government s u b v e n t i o n s which have now been o n t h e d e c l i n e . In o r d e r t o s o l v e t h e i r f i n a n c i a l problems on a permanent b a s i s , t h e r e f o r e , t h e u n i v e r s i t i e s must t a k e s t eps aimed at d i v e r s i f y i n g t h e i r source of funds. I t i s a g a i n s t t h i s background t h a t t h i s r e s e a r c h t a k es ABU as case s t u d y w i t h a focus on t h e Main Campus and I n s t i t ute of A d m i n i s t r a t i o n programmes, funded by t h e Federal Government t h r o u g h t h e NUC. Based on t h e above S t a t e d problem, t h e r e f o r e, t h e o b j e c t i v e s , j u s t i f i c a t i o n , s c o p e , r e s e a r c h methodology r e l a t e d l i t e r a t u r e and l i m i t a t i o n s of t h e s t u d y were f i r st d i s c u s s e d . The s t u d y a t t e m p t s to a p p r a i s e t h e f i n a n c i n g of u n i v e r s i t y development and r e c u r r e n t programmes by t h e Federal Government t h r o u g h t h e N a t i o n a l U n i v e r s i t i e s Commission (NUC) . V The historical background of ABU, growth in student enrollment and staff disposition over the years, were also presented, A c r i t i c a l analysis of ABU financial operations/records in terms of expenditure (actual) vis-a vis t o t a l income for the past twelve years, was presented to expose the need for the university to diversify i t s source of finance. The study also highlights the attempt by ABU to supplement government dwindling revenue by establishing the ABU Consultancy Service. Other ventures like the ABU Bookshop and ABU Press were also discussed. Based on time series data (1973/74 - 1984/85) two s t a t i s t i cal models - The trend Analysis and Regression Analysis - were used to project future ABU finances for the next five years (1 935/86 to 1989/90) thus: (a) Total Recurrent Expenditure (b) Total Recurrent Income (c) Expenditure per Student (d) University Internal Revenue (e) Federal Government Recurrent Grants (f) Student Population Finally, based on research findings,, some key recommendations were made on the ways and means of solving the perennial financial problems of the university. Suggestions wore made on the various means by which revenue could be generated to supplement Federal Government dwindling funds for the Nigerian universities in general and ABU in p a r t i c u l a ren_US
