Education is a "birth right for every human being, and everyone has a right to got it. In order to develop properly, human beings use education as a tool. Many Nigerians had realized the enormous benefits of education, as a result, there are pressing demands from different quarters to get it. Federal and State governments had realized the importance of Teacher Education as the key to educational development in Nigeria, and had therefore established many Teachers Training Colleges to train teachers. In Niger State, there had been strong allegations and mass condemnations of teachers concerning the poor academic performances in Grade II Teachers' Certificate Examinations. A research is necessary to justify or to nullify the public generalizations. The total population of students involved in the research and who registered for Grade II Teachers Certificate Examinations from the years 1972-76, were one thousand, three hundred and seventy one. Out of these five hundred and fifty nine passed the examinations and were awarded certificates, and eight hundred and eighteen were referred in various subjects. ii The examinations results were collected and analyzed. The analysis by subject revealed that more students were referred in external subjects than in the internally s e t : examinations. Frequent transfers of principals and teachers, acute shortage of professional qualified and subject specialized teachers were found to have contributed to poor performances. The researcher strongly recommended that the Ministry of Education Niger State should arrange in-service training for all the post primary schools teachers during the long vacation. Recruit more subjects specialists and professional trained teachers. Reduce the rate of frequent transfers of Principals and teachers. Inspectorate Division in the Ministry of Education should intensify inspection of schools.en_US
