Abstract
The major objective of this thesis is an assessment of Kaduna State's budgeting behaviour and investment pattern during the period 1980 - 1996 with special emphasis on the role of the State in the accumulation and growth process. More specifically, the thesis has analysed the methods of financing whether by external funds (grants, borrowing) or through local resources and the nature of the investments undertaken sector by sector as well as the impact of adjustment policies on the State's investment pattern. The analysis has been structured within the frame-work of the Structural Adjustment Programme Nigeria has been undergoing since 1986. In the thesis, an attempt has been made to assess whether or not adjustment strategies have contributed to the growth and development process in Kaduna State, which should assist in determining the appropriateness of such strategies for a developing country like Nigeria. Furthermore, regression analysis has been applied to show that government investment expenditure has been depending on its total budgetary savings and lagged investment expenditure.
