Abstract
By definition, "Human resource development and
productivity" implies 'working' with the human being,
developing him or her. The direction which the
development takes decides whether the human being -
both as a resource will become more productive or
cease, ultimately, to be productive at all, thus the
need for an effective manpower development.
Literature on this subject is not to mention all the
materials one has come across but to show how much it
has affected human resource development and
productivity.
This project has attempted to indicate that training
and development is not necessarily a guarantee for
installed capacity (resources) utilisation and the
resultant improved productivity. Other motivational
inputs including better condition of service still
remain critical factor. This is the challenge posed
for both private and public sectors policy formulators
in the mid 1990s and beyond.
