Abstract
Perhaps the greatest challenge to the economy of governments of developing nations is the conflict of competing stakes on limited available resources. Effective management of public spending is vital in order to counter the severe fiscal adjustments experienced in 1980s. Most developing countries including Nigeria have to a great extent adopted wholesale reforms of the World Bank as panacea to the economic predicaments. Structural Adjustment Lending Operation, Technical Assistance and Country Economic and Sector Works are the traditional tools for the World Bank approach to the management of public expenditure. Of recent the Bank's attention has also been focused on budget and planning as means of effective control measures of public expenditure. This research work attempts to give a modest contribution to the process identification of programme, preparation, approval, implementation and control of public expenditure through budget and planning as means of management as means of achieving set objectives and reforms of Public expenditure management were addressed in the early chapters in the light of the Evolving World Bank perspective, literature on budget, planning and expenditure control were discussed also in the early chapters. The main aspect of the work directly lay emphasis on the means of effective management of public expenditure in the Federal Capital Territory by means of budget and planning. The means for further strengthening of preparation through implementation and control of programmes were explored, this approach will further encourage long-term desired reforms
