dc.description.abstractIt is a well-known fact that most of the public ventures (Parastatals) set up "by present end previous governments did and are still operating below their expected levels. This nonperformance has forced researohers and other public policy analysts to go into the study of the principal pankerworm that has bedevilled these organisations. Management, among other things has been found to be the ior problem that is seriously hampering the smooth operation of these organisations. To enable the researcher undertake a study of the effectiveness of management in handling the affairs of the organication, questionnaires and interviews were applied, and the results of the findings show that Managerial effectiveness has not been bas< on the areas of planning, organising, controlling, directing, communicating and staffing because of the simple fact that most of these parastatals have no autonomy to exploit the best out of : tools at their disposal; dearth of finance, poor staffing policies The parastatals do not have that single opportunity of employing the best and most qualified staff to run their affairs. In view of the fact that the problems have been identified, a conclusion was reached that for managerial effectiveness to be achieved, total autonomy in terms of staffing, planning end organising should be left to management and adequate finance should be provided. Furthermore, Board members should be selected on merit and not on their 'connections' with the powers that be.en_US
