Abstract
It is important to note that there cannot be an
academic setting without buildings. This fact was
recognized and emphasized in the University Educational
policy of the Third National Development Plan which
recommended that physical projects in form of buildings
should expand with the population increase of students and
the staff members.
Taking a case study of Ahmadu Bello University Zaria,
the researcher finds that the building requirements of most
of the departments have not been met. Some of the problems
which the research work has exposed in connection with this
include (1) Insufficient funds (from the Nigerian
Universities Commission) to carry out the intended capital
projects (2) Lack of qualified and experienced contractors
and consultants to carry out the contract, (3) Administrative
bureaucracy involved in the award of contracts, (4) Forces
beyond the control of any one i.e. prevailing bad weather
conditions. These problems have an ultimate result of
causing delay in the completion of buildings.
In light of the above, the following policy recommendations
have been proposed (1) The University should seek
other sources of generating revenue without completely
depending on the NUC. This it can achieve by consolidating
its consultancy services. (2) The University should use
the services of qualified consultants from the Faculties of

Engineering and Environmental Design rather than relysolely
on the Estate Engineer who cannot conveniently
handle all the projects of the University. (3) The
bureaucracy involved in the award of contract should be
relaxed to allow for quick administrative action on
contract matters. (4) Projects should be timed in such a
way that from the beginning to the end, the bad weather
periods are eliminated.
