dc.description.abstractA group of people that live together in one defined geographical area, feel belonging and often share a common language as well as and a history of triumph and disasters, is called a nation. Such group of people are organised to maintain laws and orders, provide defence against attack by other nations and preserve the territorial integrity of the nation. The organ through which the laws and demands of a nation are prepared, promulgated, put into effect and interpreted is known as the government. There are three arms in the democratic system of government. These are the Executive, that sees to the smooth running of governance, the legislature, which formulates the laws and orders of the nation and the Judiciary which adjucates on the laws and orders so formulated. Architecture portrays a delight of paramount gravity in its bid to articulate shapes and forms to serve the heeds of humanity. However, as spontaneous as its products may be in catching the attention of its observers, the response to appreciate or reject a building depends primarily on the physical state of its product - the built environment. Undoubtedly, the consequential repulsive feeling of people towards a building structure of paramount importance, is better imagined; so also is the psychological effects on the integrity and prosperity of the people. This is due largely to poor maintenance. The major causative factors of maintenance problems in public buildings, range from tiny design details, services, poor construction materials to poor workmanship. However, evidence has shown that it is at the design stage that the burden of maintenance problems could be made for better of for worse. Since a great percentage rectification and replacement of deteriorating elements with respect to services areas of buildings, i.e toilets, stairs and etc. continued to constitute maintenance burden, the idea therein is to bring out a synthesised design that would invariably address such areas, among others, towards reducing the maintenance problems. This thesis intends to propose a modern parliament complex that would provide a very conducive atmosphere for the proper functioning of the parliament as well as stand the tests and rigours of time.en_US
