Abstract
Waste management has overwhelmed the capacity of local authorities which calls for support by the private actors. Public private partnerships (PPP) therefore became an intervention that is capable of maximizing the gains of private sector, while preserving the collective goals of the public realm in service provision. PPP has been adopted in Kaduna metropolis but whether it has been efficient has not been empirically investigated. This study therefore, is an appraisal of efficiency of public-private partnership approach to waste management in Kaduna Metropolis, Nigeria. The objectives include to; characterize the private actors involved in waste management; examine the reasons for partnership; assess the efficiency of this approach to solid waste management; examine the bases for widespread adoption of Public Private Partnership approach to waste management; and examine the constraints to public and private partnership approach to waste management in the study area. A purposive sampling technique was used to select the study location as well as the respondents. Some 326 samples were sampled from the residents and structured questionnaire was used to collect data in the study area, while 44 samples were taken purposively from the private firms engaging in waste management. In addition, Key Informant Interview (KII) was conducted with participants from private companies, KEPA and Health Department of local government council. The data were analysed using descriptive statistics.The results indicated that the total manpower capacity of the entire firms is 623and majority of the staff (79.5%) have acquired tertiary educational qualifications.
The equipment for waste conveyance for the firms is totalled 160, out of which pick-up vans and compact vehicles accounted for 55.5%. Waste is dominantly collected daily and the basis for adoption of private partners in waste management (52.0%) of respondents stated that it provides more efficient service delivery than the public counterparts. On the efficiency of private actors in service delivery, most of the residents (38.7%) agreed that there is promptness of waste managers in responding to customer complaints. Most public respondents viewed the PPP approach to waste evacuation satisfactory and many private actors claimed that the services are commendable. The major constraint faced by firms in providing their services is poor enforcement of sanitation rules on the residents. It is recommended that, to ensure efficiency in service delivery from the private sectors, there is the need for awareness to be created via mass media by government and NGOs on the need to continually patronise the services of private actors as well as the need for expansion of the firm‟s capacity especially in the area of equipment and man-power as this will go a long way in expanding the service coverage/efficiency which will help to improve the aesthetic quality of the environment.
