Abstract
This study is an assessment of the impact of the present power transition in the international
system and the implication it portends for Nigeria foreign policy formulation and
implementation. The study is conducted against the backdrop of Nigeria‘s hitherto non-aligned
foreign policy position and the challenges inherent in such stance with the collapse of bipolarity.
Power theory in international relations is adopted as the theoretical framework of this study; the
arguments of the power theorists rests upon the fact that international politics is an intense
struggle for power and that even though there may be international laws and institutions like the
United Nations and its affiliate agencies, their impacts may not be felt as in the long run every
state will have to look out for itself. Power is indispensable when prestige and positions of
nations are at stake thus in assessing the behavior of nations in the international system Power
theory gives a better perspective for assessment. The study identified three propositions, first is
there is a change in Nigerian foreign policy since the end of the cold war. Secondly, the present
power relations in the new world order have an effect on Nigeria foreign relations and thirdly,
United States hegemony in the international system plays a role in Nigerian Foreign policy
formulation and implementation. Interview was utilized as the main source of primary data and
other documentary sources were used as secondary source of data to supplement the interviews.
The interviews were transcribed and analyzed and the findings indicate that the position of the
United States as a hegemon in the international system did affect Nigeria foreign policy
implementation. Furthermore, the collapse of bipolarity did not affect Nigeria‘s non-aligned
foreign policy position as there is an expanded bilateral relationship between Nigeria and China
on growing trade and strategic cooperation.
