dc.description.abstractThere are many establishments in Nigeria that depend heavily on government subventions for their operations. Many of our educational institutions are in this group of establishments. The various level of government expend huge amount of money in running primary, secondary and tertiary institutions annually. Most particularly the task of running a university is very enormous. It involves huge investments in capital projects as well as recurrent projects. This heavy financial requirements for many establishments may seem to be almost adequately met at the initial stage because the government usually releases enough funds for their take-off. Consequently, there are no much problem and things would normally work out well at this initial take-off. With time however, it becomes highly necessary to do serious planning because it is soon discovered that what the government releases can hardly cover all the needs of the establishments. This planning is very necessary to remove wastage without incurring unnecessary costs. The planning exercise requires the involvement of the top management staff of the organization. Finance being the life wire of the organisation especially has to be planned properly. With the present economic situation of the country, any organization that does not plan its finances properly is heading for the rock. Even individuals plan their finances at viii the family level, business level or association level. The essence of this study is to see how government establishments can help themselves by properly planning their finances with the use of a very important management tool known as budget. Budget is not a new phenomenon in Management. In fact, it is as old as management itself, but many organizations especially government owned organizations have not utilized this very important tool to its fullest value. Hence this study is given the theme "Application of Budget in the Management of Government Establishments: A case study of Ahmadu Bello University, Zaria", and it is the believe of the researcher that it will contribute to knowledge in no little measure. The study has shown that although the university has proper budgeting procedures, it has no installed adequate budgetary control system to curtail wastage of financial resources at minimal level. Recommendations are therefore offered to ensure not only proper budget implementation, but also to provide for adequate fund utilization.en_US
