Abstract
Effectiveness of all organisations is primarily determined by its human resources. The way personnel are attracted, acquired and developed is an important aspect of personnel policies of an efficient and effective organisation. Kaduna Polytechnic established in 1966 at the early time had acute shortage of staff and therefore had to employ expatriates and acquire seconded staff. This is principally due to manpower shortage at take-off stage. Today Nigerian labour market is getting saturated in many fields thereby forcing organisations to carefully recruit and select itS personnel. Recruitment process in Kaduna Polytechnic starts with internal and external advertisements of vacant posts. As applications are received candidates are shortlisted for interview. Successful candidates are offered employment. Upon selection after serving for a number af years staff usually require to further their education and broaden their knowledge. Kaduna Polytechnic has guideline rules and regulations governing study leave or sponsorship If a staff seeks to benefit from the staff development programme of the institution he needs to satisfy certain conditions which includes serving not less than two years, satisfy seniority requirement, be of good conduct, performs his job satisfactorily e.t.c.
