Abstract
The title of the thesis is "Staff Development
as a determinate of Police work p a t t e r n and e t h i c s:
A s t u d y of the N i g e r i a P o l i c e F o r c e : Kaduna Command".
As the t i t l e i n d i c a t e s , the aim of the study is
t o f i n d out if t r a i n i n g and e d u c a t i o n are important
d e t e r m i n a n t s of Work s c h e d u l e and work a t t i t u d e in
t h e p o l i c e f o r c e . It i s a l s 0 an attempt at e v a l u a t i ng
t h e e d u c a t i o n a l and t r a i n i n g programmers of the
N i g e r i a P o l i c e Force (NPF).
The Kaduna P o l i c e Command and the Kaduna P o l i ce
C o l l e g e was used as the sample. A t o t a l of 300
P o l i c e men were i n t e r v i e w e d and v a r i a b l e s such as
s o c i o - e c o n o m i c / e d u c a t i o n a l v a r i a b l e s , t r a i n i n g , work
s c h e d u l e and Work p a t t e r n s were g a t h e r e d and c o r r e l a t ed
t o t e s t the h y p o t h e s e s.
Also p o l i c e i n s t r u c t o r s at the P o l i c e College
were q u e s t i o n e d to f i n d out the q u a l i t y of the p o l i ce
i n s t r u c t o r . Is the average p o l i c e i n s t r u c t o r of a
h i g h e r S o c i o - e c o n o m i c / e d u c a t i o n a l l e v e l than the
average p o l i c e rank and f i l e ? The course c o n t e n t s were
examined to f i n d out the d e f e c t s in p o l i c e t r a i n i n g.
The f i n d i n g s show t h a t a l t h o u g h t r a i n i n g and
e d u c a t i o n a r e i m p o r t a n t to the f u n c t i o n s of the p o l i ce
f o r c e , t h e s e a r e a s are h i g h l y n e g l e c t e d by the p o l i ce
d e p a r t m e n t . Adequate funds are not a v a i l a b l e for
Police training so that only a negligible number
of policemen are sent for further training and
education.
The findings also show that the average
Police instructor is of 'the same Socio-economic/
educational level as the average policeman.
It was further discovered that the course content
of police basic, refresher, developmental and
promotional training does not include subjects in
the humanities such as sociology, psychology, history
geography e t c . to broaden the minds of the police
t r a i n e e .
These subjects are very important in view of
the fact that the police man would understand the
Society b e t t e r . This would f o r s t e r a b e t t er
Police - public relationship which is needed for
improved police performance.
