dc.description.abstractLocal Government is statutorily recognized as third tier of government in Nigeria to bring governance to the people at grassroots level and bring about the much desired development to rural communities. Despite the recognition of Local Government Council in the 1999 Constitution of the Federal Republic of Nigeria, development at the grassroots has long been neglected. Investments in infrastructures have been focused largely in the urban areas. As a result, the rural population has extremely limited access to these facilities. This study seeks to examine the extent to which governance has been able to address the challenges of development in Olamaboro Local Government Area of Kogi State through the provision of infrastructural facilities to improve the living condition of the people. In order to generate relevant and reliable data for the study, data were collected from both primary sources using questionnaire, focus group interview and observation and secondary sources from Local Government reports, journals, textbooks, other published and unpublished theses. The data generated were presented using both descriptive statistical tools like table, frequencies and percentages and inferential statistical tools of Chi-square using SPSS Version 16 to test the postulated hypotheses which state that there is no significant relationship between governance and development and also there is no significant relationship between inadequate infrastructural facilities and poor living condition of the people in Olamaboro Local Government Area. The study found out that there is significant relationship between governance and development and also inadequate infrastructural facilities have affected the living condition of the people in Olamaboro Local Government Area. The study established that governance plays significant role in the development of the rural area and also that infrastructural facilities affect the living condition of the people in the rural area. Without good governance, any attempt to bring about meaningful development will end in futility. The study recommended among others the need to promote good governance aimed at providing adequate, accessible and consistently functional infrastructural facilities which will in turn bring about positive change in the living condition of the people in the local area.en_US
