The study is necessitated by the need to improve education resources base, in the wake of depleting human, material and financial resources needed for educational advancement in Nigeria. Among others objectives of the study are, to closely assess Strategies (such as budgetary allocation, social mobilization, enforcement, community participation, etc) used in mobilizing education in Nigeria; ascertain the extent to which Respondents differ in their views on the utilization and impact of Strategies for mobilizing resources for educational advancement in respective States of Nigeria. For this purpose, five research questions were formulated in order to guide the study. Also 5 hypotheses were postulated, and tested at 0.05 level of significance. This is to pave way for decision making for the study. The Descriptive research design was used to conduct the study. The study, which was conducted in 6 States, (Taraba, Yobe, Niger, Ondo, Oyo and FCT), 32 Local Governments and 480 Institutions (made up of JSS and Primary Schools), had a population of 777,242. The study focused on prominent stakeholders within the Basic educational sector including, SUBEB, LEA, SBMCs Officials, JSS Principals, Head teachers of Primary schools. The sample size of 720 respondents made up of 30 SUBEB officials, 160 LEA Officials, 160 JSS principals, 320 Primary school Head teachers and 480 SBMC officials were selected, using Cluster Random Sampling Technique, based on State, Local Governments, Institutions Status and Location peculiarities. The structured interview and questionnaire instruments made up of 53 and 33 items were administered on Respondents. The descriptive statistics of mean and standard deviation (SD) were used to respond to the research questions, while the non parametric statistics- Chi-squire, Mann-Whitney and Kruscal-Wallis test statistics were used in analyzing data obtained from the study, allowing for the testing of the research hypotheses. Respondents were different in their view as it related to the research questions, particularly the mode mobilization of resources for educational advancement in Nigeria; Government’s efforts being attributable to educational advancement in Nigeria; Respondents differ in their views on the utilization and impact of Strategies for mobilization resources for educational advancement in Nigeria. The outcome of the hypotheses testing showed that all 5 hypotheses were rejected, while none was retained, implying that there is significant difference in respondent’s view on: the mode of mobilization of resources for educational advancement in Nigeria; Government’s efforts and other stakeholders contribution in mobilizing resources for educational advancement in Nigeria; they also significantly differ in their views in relation to Strategies utilization and impact on educational advancement in Nigeria, with regards to their State and Geo-political differences; In view of the research findings, it was concluded that effective Strategies for mobilizing resources for educational advancement in Nigeria are indispensible and that no one Strategy can work for all purposes, but dependent on prevailing conditions and demands. It was recommended that a more proactive measure be taking to encourage effective popular participation in education resource mobilization drive and that Government at all levels should endeavour to create a more humane environment that would encourage and sustain mutual participation in matters of educational advancement. A model tagged - 11 - ‘Prudent-Interactive Strategy was proposed. The Strategy is aimed at building stakeholders confidence in the populace, in order to engender effectively popular participation in the education process, leading to educational advancement.
