Abstract
(vii) ABSTRACT Employees constitute the "living system" that make up an organisation. The success of an establishr-ment whether private or pufelic is largely dependent on the quality of people in existence, their level of motivation and the extent to which organisational objectives are attainable. The workforce therefore, largely form the bedrock of any enterprise. This work is an attempt to lay emphasis on the consideration that should be given to the human element (by way of motivation) as they serve as the central force in determining the well-being of an •organisation. If performance and productivity is to be achieved in the public sector, it is of necessity to know the factors that would influence behaviour. Employees would want a better pay, promotion etc to improve their standard of living. The level to which the job is enriched by incentives largely determined an employee's utmost happiness and performance on the job. Access to good accomodation, medical facilities, transportation and other favourable incentives create-satisfaction and contentment. An organisations ability to satisfy most of these conditions would have a better chance of moving along with the workforce towards the attainment of the organisation's objectives.
(viii) This study was carried out in Kano between the months of June and July, 1994 and the Kano State Board of Internal Revenue was selected as a case study. The questionnaire method was used as the major source of gathering information while interviews were conducted with the officers responsible for the general welfare of the staff of the Board. Reference was also made to other documents such as textbooks, journals, magazines, newspapers, research papers and other relevant materials. The study has shown that the problem faced by the staff of the Board of Internal Revenue ranges 'from inadequate pay package and welfare facilities, job insecurity, uncertainty of promotion, limited opportunity for further training, non-participative style of leadership etc which all culminated in the resultant low level of performance and ultimately a low level revenue generation. Furthermore, the study revealed that most of the problems arose due to the financial problems faced by the organisation. The classification of the Board under the Civil Service Structure with all it's attendant bureaucratic bottlenecks has contributed greatly to the unfavourable attitude of the workers. The problems were equally compounded due to the inepi-titude of the present management.
(ix) Recommendations were offered such as an autonomous status be given to the Board so as to curtail the Civil service/bottlenecks, evolution of a new salary structure for the organisation, a special grant be given to the Board out of the accrued revenue so as to alleviate it's financial problems, qualitative and responsive leadership which will carry the staff along etc so as to obtain consistently higher standards of performance in the organisation. It is important to mention that issues raised in the study may not be peculiar to Kano State Board of Internal Revenue but also common to all public sector organisations.
