dc.description.abstract | This study focused on Assessment of the Achievement of Universal Basic Education (UBE) Programme Objectives in Nigeria (2004-2014). The Universal Basic Education (UBE) Scheme is an educational reform programme of the Nigerian Government that provides free, universal, compulsory, Basic and continuous 9 year education in 2 levels: 6 years of primary and 3 years of Junior Secondary education for every Nigerian child of school going age. Although various attempts has been made to lunch the UBE Schemes by both previous and present administration in Nigeria. Unfortunately no sooner had the lauching took place, a lot of management problems challenging the attainment of UBE goals begun to manifest themselves in the scheme. Yet, the various committees set up to address the management problem facing the UBE scheme had failed to provide a permanent solution to the scheme. In this study an attempt has been made to find out what determine the achievement of Universal Basic Education Programme objectives in Nigeria to be achieved. The researcher observed that, there is no established research done that assesses all aspects of UBE Programme. Instead most of the reseaches done focus on only one or two aspects that could be used to facilitate teaching and learning process and enhance the realization of UBE goals. Hence this study has been undertaken to in order to assess most of the aspects of UBE programme that could be used to facilitate teaching and learning process and enhance the achievement of UBE programme objectives in Nigeria. Survey research design has been adopted for carrying out this study. The researcher reviewed relevant and related literature to establish the theoretical base for the study. The descriptive survey method was adopted for investigation, identification and collection of data. A total of 1,196,474 samples comprising of 774 Education Secretaries, 7,242 Junior Secondary School Principals, 650,186 Junior Secondary School Teachers, 58,217 Primary School Head Teachers, 479,515 Primary School Teachers and 540 State Universal Basic Education Board Management Staff across the Local Government Education Areas and State Universal Basic Education Boards in the six geopolitical zone in Nigeria. The main instrument used for data collection was questionnaire using Likert scale of measurement. The questionnaire was validated by the distinguished scholars in the department and the research instrument was found to be reliable through pilot study carried out in Kaduna State. The Analysis of Variance (ANOVA) and Scheffe multiple comparison test were used to test five hypotheses. Four out of five hypotheses were rejected while one hypothesis was accepted and retained. The hypotheses were subjected to Scheffe multiple comparison test to determine the significant differences in the opinions of respondents. The major findings of this research indicated that objectives of Universal Basic Education Programme have not been achieved. Recommendations were offered and since the study did not covered all aspects of Universal Basic Education programmes suggestions for further research in UBE programme have been suggested. | en_US |
