Abstract
ABSTRACT
One of the greatest problems facing the present educational system in Nigeria
is that of adequate funding. The Gray Longe Commission observed that the entire
issue of financing by saying that “under-funding has been identified as the bane of
higher education in Nigeria”.
Most of the crisis being experienced in our higher institutions today can be
traced to the problem of inadequate funding. The problem of under-funding is
especially true in teacher education. The teaching profession has been stigmatized
with perpetual neglect and spite due to irregular payment of salaries and other
deprivations that engender dissatisfaction in occupation disposition. Consequently,
many youths manifest aversion for teaching as a career. The implication is that
majority of people who are recruited into teaching are either birds of passage or those
who have nothing else as a better option.
It is against this background that this research examines the situation in the
Colleges of Education with particular focus on the Federal Colleges of Education.
Based on the above problems, the objectives, justification, scope, research
methodology and limitation of the study are first discussed.
The study attempts to appraise the financing of Colleges of Education after
making a literature review of past studies on the subject – historical background of
teacher education in Nigeria, growth in student enrolment and staff disposition in the
Federal Colleges of Education over the years.
An analysis of funds released to the Federal Colleges of Education for the past
six years (the period data are available) compared with total budgeted expenditure is
presented to underscore the need for adequate funding of the Colleges. The study also

highlights the sources of funds to the Colleges which included government
subventions, international donor agencies and internally generated revenue. The
study takes a look at the role of the National Commission for Colleges of Education in
the financing and management of the Federal Colleges of Education.
Finally, based on the research findings, recommendations are made on the
various ways in which the problem of under-funding in the Colleges of Education can
be tackled. There is also a brief comment on the management of the allocated funds
by those in authority in the Colleges.
